The Kansas Corporation Commission (KCC) currently has a vacancy for an unclassified IT Programmer II position in the Topeka Office. The KCC, is a multi-faceted agency responsible for regulating public utilities including electric, natural gas, telecommunication, as well as motor carriers, oil and gas pipelines and oil and gas production activities.



Position Overview

We are seeking an experienced IT Programmer II to perform advanced technical work in database design, application development, and systems support. This role involves both hands-on development and technical leadership, ensuring consistency and quality across application and database environments.

The ideal candidate will bring strong programming experience, the ability to support legacy systems, and a collaborative approach to working with cross-functional teams.



Must-Have Skills

• Strong hands-on experience with:
  • Python
  • PHP
  • T-SQL / PL/SQL
• Minimum 3+ years of application development experience; OPEN TO 1-2 years of practical experience with formal education
• Experience in coding, testing, and debugging applications
• Solid understanding of database design and management

Position Summary:

The Application Programmer II has a role in support, maintenance, development and enhancement of internally developed applications. The primary focus will be supporting and modernizing the custom applications around a standardized development tool set. This position is responsible for staying current with industry trends and methodologies to support and upgrade systems and applications as necessary. The application developer is expected to have extensive experience in Python, PHP, REST APIs, and Agile/Waterfall/hybrid development. The ideal candidate will have a strong background in application development and a passion for creating high-quality applications.



Key Responsibilities

• Design, develop, and maintain custom web applications
• Support and enhance legacy applications and related processes
• Assist in identifying and implementing modernization solutions
• Collaborate with IT Project Managers to review and oversee development work
• Maintain and manage database systems and configurations
• Troubleshoot and resolve database and application issues
• Ensure data security and system integrity
• Manage code repositories and support deployment processes
• Coordinate system integrations across internal teams, agencies, and vendors
• Provide support to internal users and external stakeholders
• Create and maintain technical documentation and specifications
