Manage the planning, procurement, and as well as the award and administration of subcontracts.
Assist in the preparation of bid tabulations and recommendations for major commitments.
Drive consistent procurement and contracting practices across the project/program.
Responsible for negotiating major subcontracts, material and equipment supply agreements.
In collaboration with other functions (finance, legal), develop the procurement forms, templates, workflows, and processes.
Work with the Commercial and Legal teams to develop the Terms and Conditions.
Assist in drafting Scopes of Work and identifying key suppliers.
Oversee and mentor a team of buyers.
Assist in staffing, management and training/coaching of all Procurement resources.
Define KPI metrics to track and monitor Procurement progress and performance.
Participate in key management meetings to present Procurement’s performance and progress.
Collaborate with project/program stakeholders to award procurement packages.
Monitor costs, budgets and cash flows.
Track savings achieved through effective purchasing.
Ensure that procurement activity is ethical and adheres to the Project Procurement Policy and procedures.
Ensure procurement is delivered in accordance with the Project Agreement.
Direct communication with suppliers on all critical Procurement related matters.
Support accounting department to align on invoice accounting and payables.
Other duties requested by the director.

Requirements
Bachelor’s degree in business or related discipline.
8+ years’ experience in procurement including subcontractors, supply chain, logistics or materials management.
Proven procurement experience on complex, multi‑stakeholder heavy civil infrastructure projects (rail/transit preferred), including work within joint ventures or consortium‑based delivery models.
Ability to work with cross-functional teams and build relationships across multiple functions.
Strong interpersonal, communication, and negotiation skills.
Strong collaborative behaviours and team working mentality.
Proficient in MS Office (Word, Excel, PowerPoint, Outlook, etc.).
Proven ability to identify and solve problems quickly.
Strong project management and influence skills.
Previous leadership experience.
