The primary objective of this ToR is to solicit applications from highly qualified consultants to be included in WUSC's Pre-Qualified Roster.
Consultants selected for the Roster will enter into a framework agreement for the provision of specialized technical expertise and short-term support services across various thematic and operational areas.
Consultants will be engaged to provide specialized advisory services, technical assistance, training, and operational support to WUSC projects, proposals, and organizational learning.
The required technical expertise includes, but is not limited to, the following thematic areas: Economic Opportunities, Education, Environment and Climate, Forced Displacement, Monitoring and Evaluation.
Inclusion on the Roster does not guarantee a contract.
Requirements
Experience: A minimum of eight (8) years of progressive professional experience directly related to one or more of the specified areas of expertise, preferably within international development contexts.
Geographic Focus: Demonstrated experience working in regions where WUSC operates (Africa, Asia, MENA, Latin America, Caribbean).
Language: Fluency in English and/or French (written and spoken) is required. Other languages specific to local contexts.
Legal Work Status: Consultants must be legally able to work as independent contractors and must be available to travel internationally to countries in which WUSC operates, often on short notice.
Professionalism: Demonstrated commitment to WUSC's values, including safeguarding, gender equality and social inclusion.
CV: A detailed and up-to-date CV outlining relevant professional experience, educational background, and publications, if any.
Statement of Experience: A one-page statement (maximum 500 words) clearly indicating: The primary area(s) of expertise the consultant is applying for. Specific examples of relevant past work and achievements. Confirmation of availability for international travel. Range of Rates: A clear indication of the consultant's daily professional fee range (e.g., Minimum to Maximum) in their preferred currency. This should cover professional services only, excluding travel and subsistence costs, which will be covered per WUSC policy.

Duration: The initial Pre-Qualified Roster will be established for a period of three (3) years, subject to renewal based on performance and organizational need.
Contract Mechanism: Successful applicants will be placed on the Roster and will be invited to enter into a Non-Exclusive Framework Agreement with WUSC. Specific assignments will be commissioned via individual TORs issued under the Framework Agreement, detailing the specific tasks, deliverables, timeline, and agreed-upon rate. Inclusion on the Roster does not guarantee a contract.
