Serves as legal advisor for the Department of Natural Resources, (DNR)
Provides legal assistance to the office of Water Resources, Office of Realty/Capitol Planning, Office of Resources Conservation, Office of Land Management, Office of Mines and Minerals, Office of Human Resources and Departmental staff
Performs complex technical and legal work of a specialized nature relative for various legal proceedings
Serves as agency legal counsel and/or hearing officer for Department administrative hearings
Drafts and reviews contracts and grants
Provides legal interpretation of statues, regulations, and policies for agency staff
Performs other duties as required or assigned which are reasonably within the scope of the duties enumerated above
Requirements
Requires knowledge, skill and mental development equivalent to completion of four years college
Requires prior experience equivalent to three years of progressively responsible administrative experience in the general practice of law
Requires graduation from a recognized law school
Requires a license to practice law in the state of Illinois
Thorough knowledge of administrative law and contract law
Two (2) years of working experience using principles, methods, materials, practices and references utilized in legal research.
Two (2) years of experience as an attorney conducting legal research and drafting legal memos on complex legal issues.
Two (2) year of experience as an attorney in drafting proposed legislation, rules, and/or policies.
Extensive knowledge in the field of law with emphasis on energy and public utility law, water law and related issues.
Two (2) years of professional experience working with judicial and quasi-judicial procedures
