Technical Program Manager

Role Overview

• Serve as a hybrid technical and delivery leader responsible for overseeing complex, cross-functional programs and leading technical staff in designing end-to-end solutions
• Bridge business requirements, technical architecture, and execution to ensure scalable, secure, and high-quality solutions are delivered on time and aligned to strategic objectives
• Partner closely with stakeholders, engineering teams, and leadership to translate vision into actionable, measurable outcomes
• Lead the design of end-to-end technical solutions aligned with business and program objectives
• Translate business and functional requirements into scalable, secure, and maintainable architectures
• Provide technical guidance and oversight throughout the delivery lifecycle
• Ensure solutions align with client requirements, enterprise architecture, security, and compliance standards
• Own program planning, execution, and governance across multiple workstreams
• Develop and manage integrated program plans, milestones, dependencies, and risks, and assist with budgeting
• Lead cross-functional teams, including engineering, product, vendors, and business stakeholders
• Establish and manage program governance, status reporting, and executive communications
• Track and report programmatic risks, technical progress, and financial health to internal senior leadership
• Serve as a trusted advisor to senior stakeholders and sponsors
• Facilitate decision-making across business and technical teams
• Communicate complex technical concepts clearly to non-technical audiences
• Drive alignment across competing priorities and dependencies

Requirements

• 3+ years of experience supporting, planning, scheduling, coordinating, and delivering complex AI, data science, or machine learning projects
• Experience in a scientific or technical field, including scientific computing, bioinformatics, solutions architecture, or AI / ML engineering
• Experience managing multiple workstreams and cross-functional teams
• Experience working with modern application architectures, including cloud, microservices, APIs, or data platforms
• Experience with Agile or hybrid delivery methodologies
• Ability to translate business requirements into technical solutions
• Ability to lead a team and engage with stakeholders
• Ability to obtain and maintain a Public Trust or Suitability/Fitness determination based on client requirements
• Bachelor’s degree
