About this role
Role Overview
Strategic procurement/tender management, including independently conducting procurement procedures below EU threshold values in accordance with UVgO and VOB/A, and ensuring audit‑proof documentation
Ensuring segregation of duties by reviewing and formally quality‑assuring the tender documents/specifications prepared by the Construction & Engineering department and ensuring procurement‑law compliance
Technical procurements, in particular maintenance contracts (electrical, HKLS [heating, ventilation, air conditioning, sanitary], MSR [measurement, control & regulation], elevators, etc.), repair and refurbishment measures, and small to medium renovation projects
Contract management including preparation and negotiation of framework and individual contracts and support during bid evaluation
Establishing standardized procurement and contract structures and, where applicable, using STLB‑Bau/STLBZ‑Bau and AVA systems
Requirements
Degree in Industrial Engineering, Civil Engineering, Facility Management or a comparable field — or technical vocational training with master/technician qualification plus additional commercial qualification
Solid knowledge of procurement law (VOB/A, UVgO) and basic knowledge of HOAI
Experience in technical purchasing/procurement or facility management and confident use of e‑procurement systems
Ideally experience with SAP and with STLBZ‑Bau and AVA programs
Structured, audit‑proof and independent way of working
