Lead enterprise-level demand and capacity planning through Integrated Business Planning (IBP), aligning sales pipeline, portfolio outlooks, and execution strategies with labor capacity, skills, certifications, tooling, and geographic availability
Ensure the installation organization is capacity
and capability-ready a minimum of six months in advance of forecasted workload by validating demand and aligning internal and external resources
Translate forecasted demand into multi-year workforce, capability, and investment plans
Identify future technical skill, certification, and jurisdictional requirements early enough to enable proactive hiring, training, and development
Partner with Installation leadership, Sales, Solution Development, HR, Finance, and Procurement to align workforce strategy with growth, risk mitigation, and cost objectives
Ensure accurate, disciplined monthly forecasting processes are in place and consistently followed across the installation organization
Own enterprise resource planning and assignment of installation labor, tools, and equipment across multiple concurrent projects
Develop and continuously improve mechanisms and procedures for assigning new projects, considering workload, utilization, skill mix, and geographic constraints
Balance internal labor, contract labor, and subcontractors to optimize utilization while maintaining safety, quality, and compliance standards
Own and manage absorption, utilization, and rate-reduction KPIs, providing data-driven insights to support smart, timely decisions
Approve workforce plans, organizational structures, and resource investments within budget constraints
Partner with Finance to manage operational budgets and labor cost performance
Monitor and assess technical skills, certifications, and qualifications across the installation organization
Identify capability gaps and work with Installation leaders to drive targeted training, development, and hiring recommendations
Direct execution of skill development, qualification tracking, and technical standards across Mechanical, Electrical, and Pre-Commissioning disciplines
Ensure consistent installation practices, technical expectations, and execution standards across regions and projects
Manage the sourcing, qualification, and performance of external partners, contract labor agencies, and subcontractors in partnership with Procurement
Build and sustain a high-performance, safety-focused, and engaged culture across a geographically distributed workforce
Provide strong, visible leadership and bi-directional communication with the installation workforce
Develop and coach leaders at multiple levels, strengthening bench strength and succession readiness
Drive continuous improvement of policies, processes, operating models, and resource planning tools to improve operational efficiency and predictability
Serve as a trusted advisor to Installation leadership on complex workforce, capability, and execution decisions
Requirements
Bachelor’s degree in a related field (required)
10+ years of experience in installation, construction, manufacturing, engineering, or comparable project-driven environments
Demonstrated success in workforce planning, capacity management, and technical capability development
Experience in automotive assembly, large-scale manufacturing, major construction, or plant operations preferred
Strong commitment to safety, quality, culture, and execution excellence.
