Resident Hearings Representative, Compliance Specialist 3

Role Overview

• Represent residents in administrative hearings and help them understand their options.
• Review notices and case information for legal sufficiency.
• Prepare hearing plans and case strategies aligned with each resident’s goals.
• Analyze statutes, rules, and evidence related to complex DD, MH, and Medicaid issues.
• Collaborate with RFO staff, state partners, and providers to support fair outcomes.

Requirements

• Five years experience doing administrative research that included compiling and evaluating facts to recommend management action, or making compliance or eligibility determinations with program guidelines and regulations.
• Three of the five years must be above the technical support level.
• Experience must include working in an administrative hearing or legal contested case environment.
• College-level course work may substitute for experience on the basis of 45-quarter units per year, up to a maximum of three years.
• Preference may be given to candidates with legal research and advocacy experience that included compiling and evaluating facts to create hearing strategy, representing clients, and deciding compliance or eligibility with program guidelines and regulations.
• Experience preparing for, participating in, and representing people in administrative hearings, including evidence review, case preparation, issue identification, direct and cross examination and post-hearing documentation or follow-up.
• Experience advocating for individuals with disabilities using culturally responsive, trauma-informed, and person-centered approaches.
• Ability to interpret statutes, rules, and evidence; identify key legal and procedural issues; and make sound, well-reasoned recommendations.
• Skill in gathering, organizing, and evaluating information from interviews, documents, and other sources to identify relevant facts.
• Ability to explain complex information clearly and write logical, well-supported reports and memoranda.
• Ability to work respectfully with residents, families, providers, and state partners, maintaining professionalism in sensitive or challenging situations.
• Ability to adjust approaches as situations change while maintaining focus on resident needs and exercising good judgment.
