The expert consultant will serve as a project management expert and provide specialized support to the Project Management Expertise Unit (UE) and STQ project managers.
Be named specifically in the submitted proposal.
Contribute to project structuring, analysis, and project support.
Support the application of methodological practices and governance standards.
Support the preparation of decision documents, analyses, tools and required deliverables.
Act as the primary point of contact between the PS and STQ.
Work autonomously while respecting STQ's directions, processes and methodological standards.
Fluency in French, both spoken and written.
Requirements
Education:
Hold a bachelor's degree in project management, management, business administration or another relevant field. A master's degree in project management, management, business administration or a related field is an asset but not required. Required proof: diploma or certificate of studies.
Professional certifications: The proposed expert consultant must hold the following certifications:
At least one (1) recognized project management certification (e.g., PMP®, PRINCE2® Practitioner or equivalent);
Or at least one (1) recognized Agile certification (e.g., PMI-ACP®, CSM®, PSM® or equivalent).
Experience in managing complex projects:
Have seven (7) years of professional experience in project management.
Demonstrated experience delivering at least three (3) organizational transformation and/or IT transformation projects carried out in comparable contexts.
Have completed two (2) engagements totaling more than three (3) years of experience in public or quasi-public organizations or in highly regulated environments with comparable constraints (security, compliance, governance) in project management.
Have completed two (2) engagements totaling more than three (3) years of experience providing project support for a project over $5M.
For each referenced project management engagement provided as a reference, clearly demonstrate that the resource meets the requirements specified in the terms of reference and provide relevant experience details, including:
o Specific functions in terms of tasks and level of responsibility;
o Phases and activities in which the person participated;
o Working methods used, results obtained, and how the services provided stood out;
o Full identification of the contract (examples: nature and scope of the project, project type, monetary scope);
o Period during which the function was performed under the contract (year/month, start and end);
o Name of the client (example: government bodies).
Demonstrate experience in supporting a project management team and ensuring client liaison.
Demonstrate experience delivering group training in project management.
Demonstrate support of a multidisciplinary team for a minimum of three (3) support engagements in the last five (5) years.
List continuing education or professional development completed in relation to the contract to be awarded.
