Develop strategic and creative approaches to cost estimation, particularly for projects with limited scope definition and high uncertainty.
Oversee the development of estimates for Transmission and Distribution Substations and other major capital projects.
Ensure a competitive edge in cost estimates by leveraging data-driven analytics, market intelligence, and historical bid performance.
Establish rapid-response estimating methodologies for fast-turnaround deadlines.
Identify and quantify project risks, develop contingency assumptions, and integrate risk-based pricing strategies.
Collaborate with System Planning, Engineering, and Operations to refine and enhance estimate accuracy.
Maintain and improve cost estimating tools, databases, and templates to ensure consistency, efficiency, and precision across projects.
Implement a continuous improvement process to analyze historical bid outcomes and refine estimating methodologies accordingly.
Ensure estimates incorporate direct costs, indirect costs, overheads, and regulatory considerations.
Apply competitive bid management experience from construction, energy, or large infrastructure projects.
Lead cost estimation efforts for Department of Energy (DOE) bids, ISO/RTO projects, and other federal or state funding opportunities.
Develop strategies to navigate regulatory frameworks and compliance requirements in bid submissions.
Work closely with internal and external stakeholders to position bids competitively in evolving industry landscapes.
Align strategic cost estimates with capital planning efforts to optimize budget forecasting and resource allocation.
Support the development and management of the 1-Year and 5-Year capital budget.
Drive coordination between Transmission Business Unit priorities and broader corporate financial objectives.
Work in coordination with the Regulatory and Rates department to ensure cost estimates align with FERC Transmission Rate Protocols, ISO-NE requirements, and state Transmission Cost Adjustment Mechanisms.
Prepare and support regulatory filings, cost recovery mechanisms, and project cost justification efforts.
Engage with external partners, including vendors and contractors, to ensure alignment on competitive cost structures.
Requirements
Bachelor's degree in Engineering or related field.
Advanced degree in Engineering or Business Administration desirable.
Ten years related experience with at least five years’ experience in major project cost estimating (electric transmission preferred).
Experience in technical, operational, or engineering aspects of electric utility industry.
Experience in large-scale competitive bidding, or utility/infrastructure cost estimation preferred.
Transmission experience strongly preferred.
