Develop, coordinate, and facilitate employee training programs for all City departments.
Design and deliver instructor-led, virtual, and blended learning experiences.
Assess organizational training needs through surveys, interviews, performance evaluations, and workforce data.
Develop training materials, presentations, job aids, manuals, and learning resources.
Coordinate leadership and supervisory development programs.
Maintain annual training calendars and employee training records.
Monitor compliance training requirements and assist departments in meeting mandatory training obligations.
Evaluate training effectiveness through participant feedback, assessments, and performance outcomes.
Support succession planning and workforce development initiatives.
Collaborate with department leaders to identify skill gaps and create employee development plans.
Assist in the implementation and administration of learning management systems (LMS) and online learning platforms.
Research industry trends and best practices in employee learning and organizational development.
Prepare reports and metrics regarding training participation, completion rates, and program effectiveness.
Support employee engagement, culture-building, and organizational development initiatives.
Facilitate workshops, seminars, leadership academies, and professional development programs.
Perform other related duties as assigned.
Requirements
Bachelor's degree in Human Resources, Organizational Development, Education, Business Administration, Public Administration, Communications, or a related field.
3 to 5 years of progressively responsible experience in training, learning and development, organizational development, human resources, or a related field.
Experience designing, developing, and facilitating employee training programs.
Experience creating training materials, presentations, and learning resources.
Experience utilizing adult learning principles and instructional design methodologies.
Preferred: Experience working in local government, public sector organizations, or similarly complex organizations.
Preferred: Experience implementing or administering a Learning Management System (LMS).
Preferred: Certification such as: Certified Professional in Talent Development (CPTD), Certified Training and Development Professional (CTDP).
