Role Overview
- Lead the end-to-end proposal process for government solicitations, ensuring compliance and quality.
- Collaborate with Business Development teams to develop winning strategies and incorporate key messages.
- Review RFPs and related documents to create compliant proposal materials.
- Analyze Section L (instructions) and Section M (evaluation criteria), build and maintain compliance matrices, and run color team reviews (Pink, Red, Gold) through final production and on-time submission.
- Provide guidance and coaching on persuasive writing techniques to capture teams and subject matter experts.
- Coordinate proposal meetings and events, managing discussions and materials.
- Support solution reviews and assist in developing strength statements.
- Manage proposal timelines, assignments, and deliverables, ensuring adherence to deadlines.
- Maintain proposal libraries and stay updated on relevant platforms and tools.
Requirements
- Knowledge of the Federal Procurement Process and the FAR.
- Experience leading or supporting proposals for Civilian (Civil) and/or Department Defense (DoD) agencies.
- Experience managing proposals across multiple contract types and vehicles, including Task Orders (TOs), Indefinite Delivery/Indefinite Quantity (IDIQ) contracts, Blanket Purchase Agreements (BPAs), and Other Transaction Authority (OTA) agreements.
- Excellent writing, editing, verbal communication, and presentation skills.
- Proficiency in Word, Excel, PowerPoint, Outlook, and SharePoint, with the ability to work with web applications for collaboration and tracking.
- Strong organizational skills, attention to detail, and ability to work under minimal supervision.
- Experience with proposal compliance audits and delivering project solutions to federal clients.
- Ability to give clear, concise directions and organize large volumes of information.
- Ability to work collaboratively in a team environment and meet deadlines.
- Resilience and ability to manage stress, with a sense of humor to navigate tense situations.

- Experience coordinating multiple proposal efforts simultaneously.
- Strong time management, organizational, and prioritization skills.
- Expertise with MS Office suite and PDF programs.
- Demonstrated ability to multitask, work in a fast-paced environment, and provide quality products.
- APMP certification (Foundation, Practitioner, or Professional) or formal Shipley proposal training.
- Familiarity with GWACs, the GSA Multiple Award Schedule (MAS), and agency-specific IDIQ vehicles, along with past performance and pricing volume coordination.
