Drive enterprise adoption of secure data modernization initiatives within federal healthcare and defense environments
Ensure governance frameworks, AI-enabled analytics platforms, zero-trust controls, and federated data ecosystems are operationalized through structured change strategy, targeted training programs, and measurable adoption metrics
Develop and execute enterprise change management strategies aligned to modernization initiatives
Design and deliver role-based training programs supporting secure data platforms and analytics systems
Translate zero-trust architecture principles, ICAM policies, privacy standards, and NIST awareness controls into operational learning pathways
Coordinate stakeholder engagement across clinical, operational, logistics, cybersecurity, and IT communities
Develop executive communication plans, impact analyses, and adoption roadmaps
Establish measurable training metrics, adoption KPIs, and performance dashboards
Conduct readiness assessments and post-implementation adoption evaluations
Support RMF documentation and ATO-related compliance validation efforts
Facilitate governance boards and working groups to sustain long-term adoption
Lead knowledge transfer activities to support operational continuity
Requirements
8–12+ years of experience in change management, organizational transformation, or training leadership within DoD or federal environments
Experience supporting enterprise IT, cybersecurity, or data modernization programs
Familiarity with NIST 800-series controls, RMF processes, and federal privacy requirements
Demonstrated experience developing structured change strategies and training curricula
Strong executive communication and stakeholder engagement skills
Experience coordinating cross-functional teams across distributed environments
Ability to translate technical modernization efforts into operational guidance
Ability to obtain and maintain a Public Trust clearance
