Role Overview
Manage subcontractor base for turnkey Mods delivery across CSA
Own subcontractor strategy, regional labor pools and rate-card governance across CSA
Develop preferred / managed subcontractor programs and a qualified regional bench
Remove the onboarding, contracting and payment friction that drives project implementation delays
Standardize master subcontract agreements, insurance, compliance and risk vetting of the sub base
Streamline subcontractor payment / AP processes in partnership with Finance
Run competitive bidding and award decisions
Build and maintain regional rate cards so Project Managers quote from pre-negotiated, defensible pricing
Control subcontractor cost and schedule on projects
Own subcontractor performance scorecards, safety and SLA management
Coach and develop the Contractor Managers; align Project Management, Mods Sales, EHS, Legal, Procurement and Finance around one subcontractor plan
Requirements
Bachelor’s degree in Supply Chain, Construction Management, Engineering or Business
10+ years of progressive procurement / services / subcontractor or construction-management leadership, including direct people leadership and building or scaling a team
7 + years' experience with subcontractor / services sourcing experience: master agreements, rate cards, competitive bidding and award management
7 + years' experience with strong contract and commercial acumen, including EHS / safety, insurance and compliance requirements for subcontractors
7 + years' experience Track record controlling services cost and schedule on $100M+ of contracted labor; should-cost and negotiation capability
