About this role
Rackner is a cloud-native software consultancy delivering solutions for startups, enterprises, and the public sector. They are seeking an experienced Program Manager to support a Department of Defense health mission, focusing on program leadership, stakeholder alignment, and governance.
Responsibilities:
- You will lead program execution for a federal health portfolio, ensuring clarity, alignment, and accountability across stakeholders
- You will serve as a trusted partner to executive leadership, helping translate strategy into executable plans while maintaining strong relationships with client counterparts
- You will oversee program governance, manage schedules and priorities, track risks and dependencies, and ensure consistent communication across teams
- You will support decision-making by providing clear insights into program health, tradeoffs, and outcomes
- You will also help establish and reinforce operating rhythms that support predictable delivery in a regulated environment
- This role requires comfort operating at both the strategic and execution levels, particularly in settings where expectations are high, timelines matter, and communication must be clear and measured
Requirements:
- Bachelor's degree in Business Administration, IT, or related field
- Extensive experience leading programs in federal, defense, or regulated environments
- Demonstrated ability to partner directly with executives, senior government stakeholders, and client leadership
- Strong judgment, communication, and organizational skills
- Experience managing governance, schedules, risks, and stakeholder expectations
- Comfort operating in a technical or delivery-focused environment without being hands-on technical
- Ability to bring calm, clarity, and structure to complex or evolving programs
- Master's degree preferred for Senior/Expert roles
- PgMP/PMP preferred for Journeyman+, PgMP strongly preferred for Senior/Expert
- Supporting DHA, HHS, VA, NIH, CDC, or federal health programs
- Experience in cloud, DevSecOps, cybersecurity, or agile delivery environments
- Managed cross-functional, geographically distributed teams to deliver digital programs with rapid innovation cycles
