ICF is a global advisory and technology services provider, and they are seeking a Principal Business Analyst to support their Digital Modernization division with federal customers. The role involves leading and advising clients, eliciting and analyzing business requirements, and supporting Agile development teams to ensure successful project outcomes.
Responsibilities:
- Determine operational objectives by studying business functions; gathering information; evaluating output requirements and formats
- Construct workflow charts and diagrams; studying system capabilities; writing specifications
- Improve systems by studying current practices; designing modifications
- Recommend controls by identifying problems; writing improved procedures
- Define project requirements by identifying project milestones, phases and elements; forming project team; establishing project budget
- Monitor project progress by tracking activity; resolving problems; publishing progress reports; recommending actions
- Maintain user confidence and protect operations by keeping information confidential
- Prepare technical reports by collecting, analyzing and summarizing information and trends
Requirements:
- 3+ years experience as a business analyst in a fast-paced application development environment
- 3+ years recent experience working in an agile development environment as a business analyst (i.e., scrum, kanban, etc.)
- Green Card holder or US Citizenship required (required by federal government for position)
- Must be able to obtain Public Trust Security clearance
- Strong knowledge of business analysis methodologies and software development methodologies
- Comprehensive understanding of the full software development lifecycle (SDLC) including recent successful and demonstrated experience with agile methodologies (Scrum), Requirements Management and Configuration Management methodologies, along with corresponding support tools, is expected
- Concrete understanding of Object Oriented enterprise software system development processes, methodologies, as well as major technologies (such as Java and .Net) and approaches (such as modularity and SOA)
- Experience facilitating requirements gathering, Joint Application Design (JAD) sessions, capturing client requirements and feedback
- Ability to perform R&D and author white papers while utilizing different team members' subject matter expertise
- Practice knowledge transfer and foster change management

- Ability to push creative thinking beyond the boundaries of existing industry practices and client mindsets is required
- Ability to interact professionally with a diverse group, executives, managers, and subject matter experts is required

- Significant experience with Microsoft Office as it relates to producing project management deliverables, i.e., MS Project and Project Server for task management, Excel for reporting and data analysis, Word for status reporting and PowerPoint for status communication and project briefings
