The role of Software Engineer III involves providing advanced technical leadership and hands-on engineering across HSICC digital platforms, driving delivery from solution design through implementation, testing, deployment, and production support.
Responsibilities:
- Design, build, and maintain secure, scalable, and reliable software solutions for federal digital platforms
- Lead implementation of complex features, including backend services, integrations, and APIs
- Own technical execution for assigned initiatives, including: architecture decisions, tradeoff analysis, estimation and delivery planning, risk identification and mitigation
- Build and improve API integrations with internal and third-party systems (e.g., identity, data services, analytics, forms, workflow tools)
- Diagnose and resolve system issues across environments (DEV/TEST/PROD), including root cause analysis, incident response, and long-term fixes
- Improve performance and reliability through monitoring, observability, and tuning (e.g., logs, metrics, tracing)
- Implement complex CMS-based solutions, including Drupal, as well as other modern frameworks and platforms
- Contribute to modern engineering practices including automated testing, code quality standards, and secure development patterns
- Support and contribute to ATO documentation, evidence collection, and compliance artifacts aligned with federal requirements
- Serve as a technical partner to product, design, and delivery teams—helping translate requirements into robust technical solutions
- Mentor other engineers through pairing, coaching, code reviews, and knowledge sharing
- Establish and reinforce team standards for: secure coding, CI/CD pipelines, documentation, testing strategy, maintainability and long-term support
- Participate in Agile ceremonies including sprint planning, estimation, backlog refinement, demos, and retrospectives
- Communicate technical concepts clearly to both technical and non-technical stakeholders
- Other relevant duties as assigned and qualified/trained to perform
Requirements:
- Bachelor's degree in Computer Science, Engineering, at least 4 years of direct Drupal CMS Frontend or Backend experience, or equivalent practical experience (6 years without degree)
- Experience building and supporting complex web applications, APIs, and CMS platforms, including Drupal (or similar systems)
- Experience supporting mobile-friendly or mobile-integrated applications
- Experienced with Agile development practices and Git-based workflows
- Experience working within secure or regulated environments
- Ability to obtain and maintain a Public Trust security clearance
- Experience supporting public-facing government digital platforms
- Strong understanding of accessibility (WCAG) and security best practices
- Experience with DevSecOps, CI/CD pipelines, and automated testing
- Familiarity with bilingual or multilingual digital services
