About MA’AN
MA’AN Development Center is an independent, non-governmental,
non-partisan Palestinian development and training institution established in
January 1989, registered by law as a non-profit organization. The main
office is in Ramallah, and the four branch offices are located in Gaza, Khan
Younis, Tulkarem, and Jenin. MA’AN's work is informed by the necessity of
creating independent, self-reliant initiatives that lead to the development of
human resources for sustainable development, which incorporate values of
self-sufficiency and self-empowerment.
Job
Summary
MA’AN is
currently implementing a project that aims to address the critical water,
sanitation, and hygiene needs of conflict-affected populations across the Gaza
Strip. MA’AN is actively seeking a competent and highly qualified Community
Engagement Officer to support inclusive and accountable WASH delivery by
coordinating the project activities with community structures and integrating
community feedback into program design and implementation
The main
duties include:

Lead
the selection process of partner community structures in line with project
criteria, ensuring appropriate geographical representation and equitable
access to vulnerable groups.

Develop
and implement a comprehensive community engagement plan for the project activities
in coordination with the selected community structures.

Supervise
and provide technical guidance to the community engagement team to ensure
effective implementation of activities.

Coordinate
onboarding, training, and supervision of all community structure focal
points.

Ensure
standardized application of WASH tools, assessment templates, and SOPs.

Review
and validate lists/data received from community structure focal points
before submission to the WASH Information Unit.

Conduct
regular field visits to ensure quality assurance, provide mentorship, and
monitor adherence to project standards.

Maintain
direct communication with the community structure focal points and resolve
operational issues.

Liaise
closely with the MEAL team to ensure community feedback is systematically
collected, analyzed, and integrated into programmatic learning.
Requirements
Qualifications:
-
BA with at least 3 years of
relevant
professional experience in community engagement and mobilization,
preferably in emergency settings.

Proven
experience working with community structures, including CBOs, local
committees, protection committees, and others
-
Strong
understanding of humanitarian principles, protection mainstreaming,
accountability to affected populations (AAP), and core humanitarian
standards.

Strong ability to work under
pressure, meet deadlines, prioritize workload, and multitask.

Strong
facilitation, communication, and interpersonal skills
-
Proficiency in Microsoft Office
applications, particularly MS/Project, Word, and Excel.

Strong
reporting and documentation skills in both Arabic and English.
