Job Summary The Manager plays a critical role in the successful relationships between the IEEE SA and Volunteer community as they are the direct link to IEEE for the volunteer community and also oversee the OPM team developing the relationships. The overall purpose of this position is the management of a team of professional program management staff. The incumbent in the role establishes and maintains key relationships and provisions of oversight and guidance to politically charged and/or high profile consensus building groups/ecosystems. He/She serves as the primary managerial resource to their team, and also functions as a front-line resource to the IEEE-SA volunteer community ensuring: the identification of activities that pose a potential legal liability to IEEE; the communication and implementation of policy changes to their teams and committees (e.g., development of training material); collaboration on policy changes with the SASB committees (as needed); and identification of opportunities to improve work flows through possible changes in policy, tools and training. The Manager must have thorough knowledge of the Standards Development process, IEEE SA Policy & Procedures, and the specific policies of their assigned committees to be able to facilitate the knowledge to staff and to the leadership and members of the volunteer community The role reports to the Director of the Operational Program Management department and manages 2-5 direct reports. This position works under a minimal level of supervision and has the authority to determine their employees' schedules, to make staffing recommendations, to manage recruitment processes, the contracting, and the direction of consultants used for professional service programs, to request vendor bids and to make recommendations for projects that require external resources. This position may also be asked to periodically assist the Department head or other department managers in Operational Program Management department functions.
Key Responsibilities
Provide support to the OPM team and assist in relationship building and management within the volunteer community that they oversee.
Provide direct support to the assigned Standards Committees and subgroups and serve as the primary point of contact for IEEE through regular communication and collaboration.
Establishes positive relationships with standards development and collaboration and consensus volunteer community to assist in aiding the standards development process (SASB/committee/working group/societies) including effective conflict, issue and problem resolution
The incumbent will engage directly with the IEEE SA Volunteer community to deliver regular guidance throughout the standards development process.
Operations Management
Participates in the management of the operations infrastructure that supports the Operations Program Management area for near- and long-term program growth
Supports the overall strategic direction of the Operations Program Management Team
Assigns and manages the provision of services
Evaluates and manages the tools and resources required to support the business and operational needs
Risk Management
Manages and performs oversight of their team’s activities to identify potential legal issues.
Manages and oversees the collaboration of staff, legal counsel, or designated volunteer committees to protect the IEEE’s reputation and reduce liability
Determines and implements effective resolutions.
Manage programs for the avoidance of actual or perceived anti-competitive behavior
Financial Oversight
Contributes to the fiscal management of assigned cost centers.
Contributes to the accurate budgeting, forecasting, invoicing, financial reporting, and profit and loss determination of assigned cost center
Human Capital Management
Performs staff evaluations and creates performance improvement plans, as needed.
Forms, leads, and contributes to cross functional teams within the IEEE-SA and the IEEE, as needed.
Encourages and fosters career development of direct and indirect reports.
Manages recruitment, contracting, and direction of consultants used for professional service programs.
Manages additional staff in a cross matrix management structure to contracted service obligations.
Program Management Oversight
Manages their teams’ delivery of program management support to all identified consensus development activities.
Manages the delivery of baseline project management services to entity based working groups.
Manages the delivery of funded support to working groups.

Ensures that participant expectations are met for high-level, immediate, and expert advice on:
o Moves through the standards development process or other consensus oriented process in an expedited fashion
o Reaches consensus within group served, with due consideration to the cultural sensitivities of all nationalities represented
o Ensures accommodation of the needs of an internationally diverse clientele (e.g., teleconferences to accommodate participants in disparate time zones; meetings in geographically diverse locations).
Program Management
Responsible for building and maintaining relationships with the volunteer community
Employs experience-based knowledge to engage politically sensitive and high-value/high-profile projects and groups.
Provides accurate, timely, proactive and direction to pre-standardization and standards developing committees in such matters as procedures, meeting management, tools, legal, technology and global issues that are consistent with IEEE-SA practices and policy, including internal (departmental) practices and messaging.
Ensures that due process is provided during the standards development process by monitoring developments, researching related complaints/issues from and about committees and cultivating good relationships with participants.
Serves as a front-line resource to identify/alert IEEE to potential legal liability
Leads/Assists with defining requirements for tools to reduce the administrative burden on collaboration and consensus community members, resulting in a positive comparison of IEEE to other SDOs
Develops/Coordinates agreements with external entities and be aware of Working Group agreements.
Leads/Serves on special project teams to address potential changes, issues or new policy and procedures.
Mentors Program and Associate level staff to ensure competence in matters pertaining to procedures, management, legal issues, technology, and international environments.
Leads/Participates in the development of or provide input into training material for staff and volunteers
Proactively engages with industry leaders to identify potential new IEEE-SA revenue generating businesses and public imperative opportunities.
Provides front line diagnosis, remedy, and/or referral for constituent tool and service challenges.
Provides the following input for professional service contracts: services and schedule that will meet the need of the client; appropriate terms and condition; deliverables, fees, and fundraising guidance.
Fulfills the duties outlined within professional service contracts, ensuring full awareness of policies and procedures of the IEEE.
Manages the finances of assigned groups including invoicing, and profit and loss determination, and provides timely and accurate forecasts.
Manages the contracting needs of assigned groups.
