
The Manager of Emergency Management & Preparedness supports system-wide readiness across St. Joseph’s Health by leading emergency planning, regulatory compliance, incident management, training, and interdepartmental coordination. The role serves as the Hospital Emergency Response Team (HERT) Coordinator and the system’s Hazardous Materials Subject Matter Expert, overseeing decontamination operations, hazardous materials preparedness, and specialized response capabilities. This position ensures operational readiness through the development of emergency plans, delivery of targeted training, execution of exercises, and collaboration with clinical and operational leaders.
In addition, the Manager leads all emergency management technology and public safety communications functions, including administration and design of the D4H Incident Management platform and oversight of hospital radio communications, interoperability channels, and redundant alerting systems. Partnering with IT, Security, Facilities, Communications, and external emergency services, the Manager integrates technology, operational procedures, and response strategies to strengthen resilience across the health system. This role reinforces a culture of safety and supports consistent, coordinated response to all-hazard events across all SJH campuses.
o Bachelor’s degree in Emergency Management, Public Health, Healthcare Administration, or related field, OR 5+ years of equivalent emergency management experience.
o Minimum of 4 years full-time emergency management experience (healthcare preferred).
o Advanced knowledge of ICS/NIMS with ICS-100, ICS-200, NIMS-700, and NIMS-800 required upon hire.
o Demonstrated experience leading hazardous materials operations, decontamination processes, or serving in a HazMat/HazMed, CBRN, or HERT Team leadership capacity.
o Proven expertise in public safety radio communications, including programming, troubleshooting, and managing UHF/VHF/700/800 MHz systems, interoperability channels, and mission-critical communications equipment.
o Experience administering emergency management technology platforms, such as D4H or comparable incident management systems, including workflow design, dashboard creation, and user support.
o Strong technical aptitude, including familiarity with IT infrastructure, networking concepts, hardware support, and systems integration.
o Ability to design, deliver, and evaluate exercises following HSEEP standards.
o Strong organizational, analytical, communication, and leadership skills, with the ability to coordinate cross-functional teams and interact effectively with clinical and non-clinical staff.
o Proficiency in Microsoft 365 (Word, Excel, PowerPoint, Teams) and ability to manage complex spreadsheets, inventories, and datasets.
o Valid driver’s license.
o Ability to work in PPE, including PAPRs, during hazardous materials incidents, drills, or related duties.
