JOB PURPOSE
The Head of Supply Chain holds the delegated Authority for their respective platform/ business area. They are responsible to the Project Director or Head of Operations for all aspects of the Supply Chain products and/ or services provided. They are responsible for the co-ordination of all appropriate areas to ensure compliance with the relevant governance requirements for Continuing Airworthiness and Maintenance regulatory frameworks of both the Customer contracts and the Aircraft Maintenance and Support Function. They are also responsible for the delegation of authority to other approved signatories across their platform/ business area as required.
BAE Systems is the UK Government’s nominated Prime Contractor under the Government-to-Government arrangements that are in place to provide equipment, support and training to Saudi Arabia. We provide maintenance of Royal Saudi Air Force (RSAF) aircraft and train RSAF and Royal Saudi Naval Force personnel safely in a training environment in how to use their aircraft, equipment and weapons.

JOB ACCOUNTABILITIES
· Discharging the governance across the Organisation that is required by the role to ensure compliance with the requirements of the applicable Regulatory Framework.
· Confirm that all materiel is delivered within approved standards and is correctly recorded by ensuring:
o All documentation is maintained in accordance with the requirements of the Approved Maintenance Programmer for all aircraft components.
o The Quality Management System is effective both in its management and application across the contracted Supplier organisations.
o The execution of an effective Supplier management policy to assure adherence to Regulatory standards and Customer specified release to service certification requirements is maintained.
o The establishment of an appropriate document management and maintenance data recording and retention system for the statutory period.
· The safety management system is deployed and managed within the organisation in accordance with the relevant standard (including a maintenance error reporting system and mandatory occurrence reporting system).
· Ensure that the Continuing Airworthiness Management Organisation is informed of any condition of an aircraft component which could impact safety.
· Ensure that the Supply Chain Organisation has adequate provision of SQEP, facilities (including Office and Storage), technical information and material and there is a clear alignment of operational demand to supply delivery.
· Ensure that all staff are adequately trained and are assessed and approved as competent to undertake the work assigned to them.
· Ensure that procedures are established and communicated to:
o Maintain compliance with applicable regulatory bodies and BAESAI Function requirements.
o Maintaining Continuing Airworthiness standards.
o The Operations Manager whenever deficiencies emerge which require their attention in respect of finance and/ or the acceptability of standards.
o A deputy is nominated in the event of their absence for any period.
· Performance indicators – Ensure the effective leadership of platform related Supply Chain activities by setting delivery targets, monitoring progress and developing performance improvement programmes. Responsible for management reviews; the assessment of escalated issues for impact on Continuing Platform worthiness, operational/process performance and generating effective resolution, or sponsoring escalation to senior management, as appropriate.
· Completion of activities – Ensuring all platform related Supply Chain activities are appropriately documented and the appropriate records are maintained on relevant systems (IT / paper based). Ensure all platform related Supply Chain activities are performed by suitably qualified, experienced and authorised personnel. Lead the integration of all Supply Chain activity within the business and in particular the engagement of key stakeholders at all stages of the process.
· Procedure/standards – Lead the platform related Supply Chain’s compliance with the associated procedures and standards, as applicable, including compliance with the regulatory exposition. Drive and implement change as required, whilst ensuring compliance.
· Safety Management System – Lead the application of Human Factors, Error Management, Risk Management and Safety Assurance within the platform related Supply Chain, together with the proactive analysis, mitigation and management of Hazards.
· Management System Assurance – Ensure all platform related Supply Chain activities are compliant with the BAEAI Governance and Assurance framework. Ensure Process Confirmations and independent assurance audits are supported by Supply Chain personnel. Manage audit findings in a timely and appropriate manner and provide information into the relevant reviews. Generate, deliver and implement effective improvements to overcome any non-compliance and monitor effectiveness.
· Statutory / Regulatory & Legislative requirements – Able to demonstrate a detailed understanding and application of the relevant Continuing Platform worthiness and Maintenance Regulatory framework, and ensure any Regulatory-driven changes are implemented. Lead platform related Supply Chain’s compliance with all other requirements, e.g. ITAR, EaPW, ISO, etc.
· Contractual Requirements – Lead compliance with all applicable contractual requirements, e.g. through support to contract reviews, and ensure communication and implementation of any changes into platform related Supply Chain activities, as appropriate.
RECRUITMENT SPECIFICATION
Essential
Degree or MBA in Supply Chain Management/Logistics or related discipline.
Appropriate Supply Chain qualifications and experience.
Strong quantitative, analytical and project management skills/experience, with Lean management principles.
Effective, highly credible communicator with strong interpersonal skills.
Requires broad product knowledge and a comprehensive understanding of the relationship with interfacing/contributory areas.
Ability to analyse and interpret data.
Comprehensive understanding of current IT software packages used within Supply Chain.
Good understanding of Project Management techniques.
Understanding of the Financial, Commercial and Procurement processes within BAE Systems, BAESAI and the operating Customer.
Generates, drives and implements long-term improvements in order to enhance performance or overcome non-compliance across departments/functions.
Desirable
Experienced and competent leader within a Support environment
Understanding of regulatory requirements and the MAOS operating environment.
