Human Resources Specialist II
BRIEF POSITION SUMMARY
Performs routine (journey-level) human resources management work for the Texas Military Department (TMD) with an emphasis on staffing and classification. Ensures compliance with state and federal laws and regulations. Reports to the Human Resources Manager. Works under moderate supervision, with limited latitude for the use of initiative and independent judgment.
ESSENTIAL JOB FUNCTIONS AND RESPONSIBILITIES
- Assist in recruiting, screening, and interviewing applicants; evaluating their qualifications; and referring qualified applicants to the appropriate hiring manager.
- Provide advice and counsel and answer mainly routine questions from employees and managers on human resources policies and procedures.
- Collaborate with hiring supervisors, management and administrative support staff to draft and develop job postings, including job descriptions, minimum and preferred qualifications and physical/working conditions.
- Ensure positions are properly classified under the State of Texas Classification plan and assigns Fair Labor Standards Act (FLSA) designations as necessary.
- Prepare, revise, approve and/or make appropriate recommendations on job postings, screening criteria and interview questions.
- Administer the applicant tracking system; track and facilitate the approval of requisitions and job postings; screen applications for minimum and preferred qualifications; and maintain electronic job posting records.
- Ensure approved job postings are listed on TMD’s public website and other required sites.
- Assist TMD’s Veteran Liaison with Veteran related questions for applicants.
- Assist with the recruitment of applicants; attend job fairs and advise management on and execute recruiting strategies.
- Review hiring recommendations and audit selection packets to ensure compliance with hiring practices, policies and procedures and other employment laws.
- Coordinate or conduct pre-employment reference and background checks.
- Extend and/or negotiate approved job offers.
- Assist in preparing for and conducting new hire orientation.
- Assist with the testing and implementation of new applicant tracking systems; troubleshoots system issues and provides technical expertise and support to users.
- Assist in updating training and reference materials and conduct training related to the hiring process.
- Maintain the job description bank in SharePoint.
- Assist in preparing or revising job descriptions.
- Assist in planning, developing, revising, and implementing human resources policies, procedures, and forms.
- Identify human resources issues and recommend solutions and process improvements.
- Serve as a backup to the Time and Leave Specialist.
- Support other HR programs and staff as needed, including training, benefits, compensation, records management, performance management and employee relations.
- Attend work regularly and observe approved work hours in accordance with agency state employee policies & procedures handbook.
- May be required to perform duty in support of national emergencies, disasters and other missions, to include holidays and weekends.
- Performs related work as assigned.

- Prepare, maintain and analyze human resources correspondence and reports.
- Assist in planning, developing, revising, and implementing human resources policies, procedures, and forms.
- Identify human resources issues and recommend solutions and process improvements.
- Serve as back up to the Compensation Specialist processing personnel action requests and ensuring compliance with compensation and classification requirements.
- Support other HR programs and staff as needed, including training, benefits, time and leave, records management, performance management and employee relations.
- Attend work regularly and observe approved work hours in accordance with agency state employee policies & procedures handbook.
- May be required to perform duty in support of national emergencies, disasters and other missions, to include holidays and weekends.
- Perform related work as assigned.
Qualifications
MINIMIUM QUALIFICATIONS
EDUCATION:
- Graduation from an accredited four-year college or university is required (substitution allowed).
PREFERRED EDUCATION:
Graduation from an accredited four-year college or university with major course work in human resources management, business or public administration, organizational development, or a related field is preferred.
EXPERIENCE:
HR Specialist II
- One (1) year of experience working in human resources management work is required.
- Experience using MS Word, Excel and Outlook is required.
HR Specialist III
- Two (2) years of experience working in human resources management work is required.
- Experience using MS Word, Excel and Outlook is required.
PREFERRED EXPERIENCE:
- Experience working in staffing and recruitment is preferred.
- Experience working with the State of Texas classification plan is preferred.
- Experience using SharePoint, Centralized Accounting & Payroll/Personnel System (CAPPS), Uniform Statewide Payroll/Personnel System (USPS) is preferred.
- Experience working with applicant tracking systems including Work in Texas and CAPPS Recruit is preferred.
SUBSTITUTION:
- Additional years of experience working in human resources may substitute for the required education on a year-per-year basis.
REGISTRATION, CERTIFICATION OR LICENSURE:
- A valid driver's license is required. *The ability to obtain a Texas Driver’s License will be required within the first 30 days after entering Texas as a new resident. A satisfactory driving record is required for operating state or personal vehicles to conduct agency business.
- A current HR certification to include PHR, SPHR, SHRM-CP or SHRM-SCP is preferred.
- Common Access Card (CAC) holder is preferred.
OTHER REQUIREMENTS:
- Background Investigation. Selected candidate must pass federal security background investigation. The process includes a National Agency Check and Inquiry (NACI) and fingerprinting. New employees must complete and sign the Office of Personnel Management (OPM) Form SF85. Completed forms are submitted to the OPM for the background investigations.
- Eligibility to Work in the U.S. The Immigration Reform and Control Act of 1986 requires all new employees to present proof of eligibility to work in the United States within three (3) days of being hired. The Texas Military Department participates in E-Verify and will provide the Social Security Administration (SSA) and, if necessary, the Department of Homeland Security (DHS), with information from each new employee's Form I-9 to confirm work authorization. All offers of employment are contingent upon the candidate having and maintaining legal authorization to work in the United States. Failure to present such authorization within the time specified by the U.S. Department of Labor will result in the offer being rescinded.

PHYSICAL/WORKING CONDITIONS
Work is typically performed in a sedentary office setting involving sitting, standing, and walking to perform job duties. Work requires extensive use of a personal computer and telephone. This position may periodically require the ability to lift, carry, move and/or set up equipment and materials that weigh up to 25 pounds.
