Job Summary: Responsible for executing and monitoring the substance abuse program for student according to the Job Corps Federal Regulations and the Policy and Requirements Handbook (PRH). The general emphasis of substance abuse counselor shall be on prevention, education, identification of substance abuse problems, relapse prevention, and helping students overcome barriers to employability.
Duties/Responsibilities:
- Schedule is Monday - Friday 9:00 AM - 1:00 PM
- Provides professional customer service to staff and students.
- Maintains confidentiality of all student records and maintains HIPPA compliance.
- Securely safeguards all records within the scope of the Center’s protocols and procedures.
- Documents all procedures, counseling, and education provided to students accurately and timely.
- Documents and submits forms and correspondence to local, state, and federal agencies to meet all requirements of the program.
- Participates in the Center’s applicant file review team to review and assess the applicant’s substance use history and current use or needs. This includes helping gather additional information from medical providers, schools, or applicants to complete a clinical interview.
- Participates in the Disability Accommodation Committee, as appropriate.
- Submits recommendations to the Center Director for medical separations related to substance misuse and abuse in conjunction with the Mental Health Consultant, Center Physician, and Health and Wellness Manager.
- Provides documentation and referrals of students who are recommended for separation from the program due to substance use.
- Advises the Center Director and Health Services staff of substance use/abuse matters.
- Provides individual counseling for students regarding substance use, abuse, prevention, and healthy choices.
- Utilizes formalized assessment measures (e.g., SASSI3 or SASSIA2, MAST, CRAFFT, and DAST), and clinical judgment to determine students’ level of risk for substance use.
- Collects urine drug test specimens.
- Works with the Center Standards and Incentive Officer (CSIO) for consultation with students regarding positive results leading to separation from the program.
- Facilitates three annual Center-wide substance use prevention and education activities.
- Participates in the center’s Healthy Eating and Active Lifestyle (HEALS) Committee that supports healthy eating and active lifestyles and provides students with education and experiences that promote lifelong health and physical well-being.
- May make referrals to off-center substance use professionals or agencies for ongoing treatment and/or specialized services.
- Provide a written referral/feedback system and document in the Student Health Record.
- Performs other duties as assigned.
Requirements
Qualifications:
Minimum: Active, unrestricted substance abuse license or certification that meets minimum state licensing or certification requirements to practice in the state where the center is located. Must have CADC ! certification with supervised hours completed.
Preferred: Bachelor’s degree in related field. Previous experience with disadvantaged youth, particularly in a residential setting, is highly desirable.
Knowledge: Broad-based knowledge of counseling techniques. Knowledgeable in alcohol and other drugs of abuse and relapse programs. Ability to design, develop and implement a program related to alcohol and other drugs of abuse and intervention. Excellent communication skills, both oral and written. Training skills in both individual and group counseling methods. Ability to relate well to young adults. Must possess and maintain valid CPR/First Aid certification. Ability to use center computer programs and Microsoft Office including but not limited to PowerPoint, Word, and Excel.
