Project Manager II - Subcontractor Technical Representative (STR)

Two Project Manger II - Subcontractor Technical Representative (STR) will be hired from this posting.

The Project Manager II will perform as a Subcontractor Technical Representative (STR).  STRs support project teams and procurement in all aspects of monitoring subcontractor performance and contractual oversight of construction projects over the entire lifecycle (initiation, planning, executing, monitoring & controlling, and closing). This project manager will represent Construction during the formation and solicitation, technical evaluation, and award phases of assigned subcontracts and acts as the primary focal point for field execution issues and day-to-day technical matters on construction subcontracts.

 

Key Responsibilities:

• Monitor and inspect the subcontractor’s quality of work:
  • Under general supervision of a senior level project manager in support of one or more subcontracts.
  • Manage subcontracts as part of an Integrated Acquisition Team (IAT). Responsible for all aspects of the subcontract over the entire lifecycle (initiation, planning, executing, monitoring & controlling, and closing).
  • Work with the Responsible Manager or Project Manager and relevant support organizations to develop STR oversight requirements Work Plan based on deliverables and exhibits in the Subcontract scope of work. 
  • Coordinate project activities with affected building tenants and facility managers. 
  • Establish and maintain a STR file to maintain relevant records and documents. 
  • Regularly monitor Subcontractor performance and progress, communicating with Subcontractor project management personnel and providing feedback regarding performance and progress. Ensure that work is performed in accordance with subcontract requirements.
  • Manage and approve submittals as specified in the procurement documents.
  • Accept conforming work and deliverables and ensure hold and test points are properly performed and approved in work packages before moving ahead with construction activities.
  • Respond to requests for information on technical/performance matters.
  • Coordinate resolution of deviations and nonconformances to the scope of work.
  • Coordinate release and return of Government Furnished Property to and from subcontractor in accordance with Subcontract provisions.
  • Coordinate the onboarding (badging and training) for subcontractor employees.
  • Perform reporting of any safety or security infractions by subcontractor while work is being performed.
  • Review and approve invoices to ensure that they are in accordance with subcontract requirements.
• Ensure any issues or nonconformance's with technical requirements are documented and reported to the Procurement Representative, Subcontractor and are resolved before subcontract closeout.

• Bachelor's degree in a related field or equivalent training and experience and 2 years' related professional experience.
• Previous project management experience and responsibilities may be helpful.
• Collaboration: Facilitates discussion and resolves conflicts within the Integrated Project Team (IPT) and with stakeholders. Established trust among IPT members. Builds and uses cross-functional relationships to accomplish tasks. Establishes and manages small IPTs (Identifying and complying with project requirements ID development of products and deliverables. 
• Supporting the project team in successfully achieving project scope, schedule, and cost objectives.
• Critical Thinking & Problem solving: Evaluates alternatives and identifies solutions using systematic, multi-step approaches.
• Decision-Making: Demonstrates effective decision-making skills, including knowledge of how and when to escalate issued to higher levels. Analyzes the risks and further impact of decisions.
• The primary work location will be at the Nevada National Security Site (located 65 miles northwest of Las Vegas, Nevada). 
• Work schedule will be Monday – Thursday, 4/10’s (subject to change).
• Pre-placement physical examination, which includes a drug screen, is required. MSTS maintains a substance abuse policy that includes random drug testing.
• Must possess a valid driver’s license.

MSTS is required by DOE directive to conduct a pre-employment drug test and background review that includes checks of personal references, credit, law enforcement records, and employment/education verifications. Applicants offered employment with MSTS are also subject to a federal background investigation to meet the requirements for access to classified information or matter if the duties of the position require a DOE security clearance. Substance abuse or illegal drug use, falsification of information, criminal activity, serious misconduct or other indicators of untrustworthiness can cause a clearance to be denied or terminated by DOE, resulting in the inability to perform the duties assigned and subsequent termination of employment. In addition, Applicants for employment must be able to obtain and maintain a DOE Q-level security clearance, which requires U.S. citizenship, at least 18 years of age. Reference DOE Order 472.2, “Personnel Security”. If you hold more than one citizenship (i.e., of the U.S. and another country), your ability to obtain a security clearance may be impacted.

 

Department of Energy Q Clearance (position will be cleared to this level). Reviews and tests for the absence of any illegal drug as defined in 10 CFR Part 707.4, “Workplace Substance Abuse Programs at DOE Sites,” will be conducted.  Applicant selected will be subject to a Federal background investigation, required to participate in subsequent reinvestigations, and must meet the eligibility requirements for access to classified matter. Successful completion of a counterintelligence evaluation, which may include a counterintelligence-scope polygraph examination, may also be required. Annual salary range for this position is: $76,835.20 - 115,252.80.

 

Starting salary is determined based on the position market value, the individual candidate education and experience and internal equity.
