Pluribus Digital is a hands-on digital services consultancy that partners with government customers to improve public services through impactful digital products. As a Business Analyst, you will support the modernization of TTB’s Permits Online system by translating complex business needs into actionable technical requirements and collaborating with various stakeholders to ensure alignment with mission objectives and compliance standards.
Responsibilities:
- Lead requirements elicitation sessions with TTB product owners, subject matter experts, and program stakeholders to capture business needs related to the modernization of the Permits Online (PONL) system
- Analyze and decompose high-level regulatory, operational, and user needs into well-defined epics, features, and user stories aligned with Agile and SDLC standards
- Develop and maintain requirements documentation including: Business process models, Use cases, Data and integration requirements, Acceptance criteria, Traceability matrices
- Validate requirements with stakeholders to ensure alignment with myTTB modernization objectives, system architecture, and federal compliance standards
- Support analysis of legacy PONL functionality to help inform modernization decisions and feature prioritization
- Manage and refine the Jira backlog to ensure user stories are complete, testable, and prioritized in collaboration with product owners
- Create and maintain detailed story descriptions, acceptance criteria, and traceability to ensure full lifecycle coverage across the SDLC
- Support sprint planning, backlog grooming, and release readiness by maintaining high-quality backlog hygiene and documentation
- Create and maintain dashboards, reports, and metrics in Jira to support sprint tracking, release visibility, and leadership reporting
- Organize and maintain project documentation in Confluence, including sprint summaries, functional artifacts, and analysis documentation
- Partner with the Product Team Lead and Product Owners to support Agile delivery ceremonies, including: Daily stand-ups, Backlog refinement, Sprint planning, Sprint reviews / demos, Retrospectives
- Serve as a backup facilitator for Agile ceremonies when needed
- Support Program Increment (PI) planning and SAFe Agile practices as part of the broader DO-SDS delivery model
- Maintain strong requirements traceability across stories, tasks, testing artifacts, and releases
- Collaborate closely with developers, architects, and testers to clarify requirements, refine stories, and resolve blockers
- Contribute to program and project status reporting, highlighting progress, risks, metrics, and key accomplishments related to the Permits modernization effort
- Develop written deliverables such as: User guides, Release notes, Process documentation, Requirements artifacts
- Ensure deliverables maintain accuracy, clarity, and alignment with TTB documentation standards
- Build strong working relationships with TTB stakeholders, business owners, and cross-functional delivery teams
- Communicate progress, challenges, and outcomes clearly to both technical and non-technical audiences
- Serve as a liaison between business stakeholders and engineering teams, ensuring shared understanding of requirements and constraints
- Support the Product Team Lead and Product Owners in shaping the product roadmap and prioritization of modernization features
Requirements:
- Ability to obtain and maintain a High-Risk Public Trust designation (previous or current designation preferred)
- Bachelor's degree in Information Systems, Computer Science, Business, or related
- 3–5 years of experience as a Business Analyst supporting software development or modernization initiatives, preferably in an Agile or DevOps environment
- Demonstrated experience with requirements elicitation, analysis, and documentation in complex multi-system environments
- Proficiency in Jira and Confluence, including backlog management, documentation, and SDLC traceability
- Experience supporting Agile delivery teams and collaborating with cross-functional roles including Designers, Developers, DevOps and Testers
- Strong analytical, communication, and facilitation skills, with the ability to translate between business and technical stakeholders
- Positive attitude, proactive mindset, and a genuine desire to drive outcomes and improve delivery efficiency
- Experience supporting Agile software delivery within a federal government environment
- Familiarity with regulatory systems, permitting workflows, or case management systems
- Experience working with system integrations, APIs, and data modernization initiatives
- Knowledge of DevSecOps practices and CI/CD delivery pipelines
- Certifications such as CBAP, PMI-PBA, Certified Scrum Master (CSM), or SAFe Agilist / SAFe Practitioner
- Experience working within the Scaled Agile Framework (SAFe) and supporting Program Increment (PI) Planning
- Experience working with Figma, Visio, and other visual collaboration tools
- Experience supporting and managing User Acceptance Testing (UAT)
