DIVISION – COMMISSIONER JACKSON’S OFFICE DEPARTMENT – INTERNAL AUDIT
About the Commissioners’ Offices
The PUCT is led by five full-time Commissioners who are appointed by the Governor and confirmed by the Texas Senate for six-year terms. The Governor designates one commissioner to serve as Chairman. During open meetings the Commissioners discuss and deliberate issues and matters that are before the Commission. The Commission develops policy by proposing and adopting rules and takes action on contested cases in docketed proceedings.
Internal Audit
Internal Audit (IA) operations are governed by the Texas Internal Auditing Act (Texas Government Code, Chapter 2102) and the International Standards for the Professional Practice of Internal Auditing issued by the Institute of Internal Auditors.
IA provides independent, objective assurance and consulting services, using a risk-based approach, to add value and improve the operations of the Public Utility Commission of Texas (PUCT).
Assurance Services include financial audits, compliance audits, economy and efficiency audits, effectiveness audits, and investigations.
Consulting Services include advisory and client related program activities such as counsel, advice, facilitation, and training. The nature and scope of these activities are agreed upon with agency management and are intended to add value and improve the PUCT’s operations.
IA also conducts follow-up reviews to assess the status of previously reported internal and external audit findings and recommendation and report whether corrective actions have been implemented.
IA is independent of management and serves at the direction of the Commission.

Internal Audit is recruiting for an Internal Auditor responsible for conducting financial, compliance, operational, and information technology audits of agency programs and operations. This position evaluates internal controls, assesses risk, and reviews processes to ensure the reliability and integrity of financial and operational information, safeguard assets, and ensure compliance with applicable laws, regulations, and professional auditing standards. The Internal Auditor prepares and presents audit findings and recommendations to agency management and the Commission, collaborates with stakeholders to develop corrective action plans, and supports agency-wide risk assessment and audit planning activities. This role contributes to strengthening governance, risk management, and internal control processes across the agency while helping improve the efficiency and effectiveness of operations.

The ideal candidate should possess the following minimum qualifications.
Graduation from an accredited four (4) year college or university with major coursework in accounting, business administration, finance, economics, mathematics, computer science, or a related field;
Five (5) years of auditing experience, including experience in financial, compliance, operational, or information technology audits;
Three (3) years of internal audit experience for a state agency;
Certification in one of the following designations: Certified Public Accountant (CPA), Certified Information Systems Auditor (CISA), Certified Internal Auditor (CIA), Certified Fraud Examiner (CFE), or Certified Government Auditing Professional (CGAP).
A minimum of three (3) years’ experience using TeamMate+.
Preferred Qualifications:
Three (3) or more years of experience coordinating external oversight and audit activities.
Three (3) or more years of experience conducting Information Technology audits or with IT services.
Experience conducting agency-wide annual risk assessments.
Experience as an auditor or internal auditor with a Texas state agency
WORK SCHEDULE
Newly hired employees are required to complete a waiting period before becoming eligible to telecommute. After thirty (30) days of employment and with supervisor approval, a new hire may telecommute up to one (1) day per week. After ninety (90) days of employment and with supervisor approval, a new hire may telecommute up to two (2) days per week. Supervisors may require new hires to report to the office more frequently if necessary to support training, performance, or business needs.

Salary commensurate with qualifications. The salary of an ERS Retiree or non-contributing member may be 6% less than the recommended salary.
REMARKS

The Public Utility Commission of Texas (PUCT) participates in the EVerify+ system to confirm employment eligibility for all newly hired employees. All candidates must be legally authorized to work in the United States at the time of hire.

The PUCT does not have the ability to sponsor employees for work authorization and does not have a formal training program to participate in the STEM OPT extension program sponsored through U.S. Universities.

PUCT employees are also prohibited from having a financial interest in a public utility, an affiliate of a public utility, and a person a significant portion of whose business consists of furnishing goods or services to public utilities or affiliates.

INTERNAL APPLICANT ELIGIBILTY REQUIREMENTS
Newly hired employees must successfully complete their six-month probationary period and have a satisfactory performance review on file before becoming eligible to apply for other positions within the PUCT.
Employees who transfer to a new position or division must remain in their new role for at least six months and have a satisfactory performance review before applying for another position within the PUCT.
Employees are not eligible to apply for positions within their classification series in their current division. This restriction does not apply for supervisory positions within the same classification series. Advancement within a classification series in the same division occurs through the promotional process based on demonstrated performance at the high level.
