Program Manager - Navy Federal Program/Secret Clearance

DAWSON is seeking an experienced Program Manager to lead execution of a complex Navy Federal Program. The Program Manager will be responsible for overall program execution, including technical performance, contract compliance, schedule management, financial oversight, and stakeholder engagement.

Responsibilities:

• Lead overall program execution to ensure successful delivery of contract requirements across cost, schedule, and technical performance objectives
• Serve as the primary point of contact for our customer, stakeholders, including Contracting Officers, Contracting Officer Representatives (CORs), and technical leadership
• Manage multidisciplinary teams supporting engineering, logistics, technical services, and operational support functions
• Oversee development and maintenance of program management artifacts including status reports, risk registers, and performance metrics
• Ensure compliance with all contractual requirements, company policies, and applicable federal regulations
• Monitor program financial performance including labor utilization, burn rates, subcontractor costs, and funding execution
• Identify and manage program risks, issues, and mitigation strategies to maintain program stability and performance
• Coordinate across internal departments including contracts, finance, recruiting, and operations to support successful program delivery
• Support business development activities including recompete strategy, proposal development, and customer engagement
• Foster strong relationships with Government stakeholders while maintaining open and transparent communication throughout program execution

Requirements:

• Bachelor's degree in Engineering, Program Management, Business Administration, or a related field
• 10+ years of experience supporting federal government programs, preferably within DoD or Navy environments
• 10+ years of experience managing complex programs or large task orders involving technical or engineering services
• Proven experience in managing federal contracts
• Demonstrated experience managing program budgets, schedules, staffing, and subcontractors
• Experience working directly with Government Contracting Officers and Contracting Officer Representatives
• Strong understanding of federal contracting environments including IDIQ and task order contracts
• Excellent leadership, communication, and organizational skills
• Ability to manage geographically distributed teams and complex program requirements
• Excellent presentation and interpersonal skills as well as the ability to analyze data and present results, and recommendations to stakeholders
• Excellent written and oral communication skills
• High level of organization and attention to detail
• Proven ability to prioritize and manage work in a fast-paced environment and lead strong teams through rapidly evolving, complex demands, including multiple projects with dependencies on other teams
• A positive attitude and eagerness to solve complex problems
• Experience supporting Navy engineering commands, or expeditionary warfare programs
• Project Management Professional (PMP) certification
• Experience managing engineering, RDT&E, logistics, or technical services programs
• Familiarity with DoD acquisition processes and lifecycle sustainment programs
