The Office of the Attorney General’s Software Asset Management team members work alongside business operations to complete major acquisitions and monitor the proceedings of technical contracts, software, and resources. Provides advanced administrative support to the IT Finance Operations Manager and team, ensuring efficient coordination and communication across all activities. Manages electronic calendars, serving as a gatekeeper for scheduling and prioritization, and coordinating meetings. Tracks assignments, prepares written correspondence, and oversees the submission and resolution of ServiceNow tickets. Additionally, this position monitors workflow to ensure timely and accurate completion of tasks, and communicates departmental objectives, decisions, and updates to key stakeholders on behalf of the IT Finance Operations Team.
Primary liaison between the agency and IT vendors, ensuring effective procurement and management of technology assets and services. Engages with vendors to obtain detailed product information, coordinate demonstrations, and evaluate proposals to support informed decision-making. Proactively solicits quotes, identifies potential suppliers, and conducts thorough reviews of vendor responses to confirm compliance with OAG standards and stakeholder requirements.
Maintains precise and up-to-date inventory of software licenses, version, and installations to ensure compliance with licensing agreements, regulatory requirements, and state policies. Validates adherence to contractual and legal standards while optimizing asset utilization to enhance operational efficiency and cost-effectiveness. Additionally, prepares and submits comprehensive performance reports for software vendors upon contract completion, evaluating compliance with agreements and overall service quality.
Leads negotiations for software renewals, prioritizing cost-effective solutions while ensuring compliance with agency requirements and strategic objectives. Collaborates with internal stakeholders to assess renewal needs, negotiates vendor quotes, and conducts year-over-year analyses of software renewals to identify value opportunities and maximize return on investment. Manages the acquisition, documentation, and distribution of updated license keys upon renewal. Additionally, performs regular audits to detect and mitigate risks related to software compliance, safeguarding operational integrity and regulatory adherence.
Supports software asset management using ServiceNow, including receiving and entering and tracking supply requests; creates and provides detailed tracking, analysis, and reporting on software products and open tickets/requests as needed. Procures hardware on behalf of internal stakeholders by using, interpreting, and monitoring established guidelines, rules, policies, and laws. Maintains procurement files to ensure compliance with all state and federal procurement rules, regulations, and reporting requirements.
Ensures that software updates are executed in a timely manner across all agency systems. This involves monitoring update schedules, coordinating with IT teams to facilitate installations, and verifying that updates are applied correctly to maintain agency security and performance.
Plays a crucial role in preparing the agency for software audits. This includes maintaining accurate inventory records, ensuring compliance with licensing agreements, and collaborating with relevant departments to obtain necessary documentation. Develops best practices to facilitate efficient audit processes and minimize risk; addresses findings and implements corrective actions as necessary.

Education: Graduation from high school or equivalent
Education: Bachelor's degree from an accredited college or university; experience in the following (or closely related) fields may be substituted for the required education on a year-for-year basis: software management, business administration, information technology, management information systems, project management, or program management.
Experience: experience with managing assets and software management
Knowledge (high-level) of various IT software and hardware products
Knowledge of the practices, principles, and techniques of computer operations and managing information systems
Knowledge of working with CMDB and of specific business services that it supports
Knowledge of various software licensing agreements as well as vendor management negotiation skills
Skill in effective time management to ensure customer service experience is satisfactory and meet expectations.

Experience with Service Now, CAPPS, and Salesforce
Ability to manage vendor relationships
Working knowledge with DIR Data Center Services (DCS) Shared Technology Services (STS) Portal
Experience or knowledge of the State of Texas Procurement and Contracts Guide and/or regulations
Experience negotiating contracts with vendors/suppliers
Prior experience managing IT vendors
Experience assessing the performance of vendors
Experience recording and maintaining all spend in centralized tracking document
Experience identifying potential savings opportunities for purchases and/or renewals
Experience resolving vendor and employee complaints
Experience interfacing with procurement teams to facilitate purchases and renewals
Experience interfacing with finance to validate spend against budget
Experience using asset management tools or software
