The Manager, Project Controls & Governance is accountable for the strategic planning, processes, systems, and operational oversight and provision of the following functions throughout the EnPower organization:
Project Governance
Cost Controls
Schedule Controls
Estimating, including project risk analysis
Document Control and Information Governance
This role will interact with internal stakeholders at all levels and is expected to consistently apply exceptional team building, leadership, communication, and problem-solving skills.
Responsibility Area 1: Project Governance
Maintain and refine the existing project governance framework, including lifecycle requirements, stage-gate approvals, and role clarity across project tiers.
Establish and oversee governance standards that define decision authorities, deliverables, and approval workflows.
Ensure alignment between project governance requirements and enterprise systems, tools, and functional processes.
Identify gaps, inefficiencies, and inconsistencies in project governance practices and lead improvement initiatives.
Develop, publish, and maintain standardized templates, work aids, and guidelines.
Support audits, reviews, and lessons learned activities to strengthen organizational maturity.
Grow ATCO EnPower’s project management expertise in applying industry best practices that are fit for EnPower’s purpose.
Responsibility Area 2: Project Controls Leadership
Provide functional leadership for project controls disciplines, including:
Cost estimating and budgeting
Planning and scheduling
Document and information management
Progress measurement and forecasting
Change management
Risk and contingency management
Establish consistent frameworks for WBS, estimate structures, cost accounts, and financial tracking, ensuring line of sight across estimating, execution, and reporting.
Implement and maintain information management standards, such as revision control conventions, project document control workflows/requirements, and maintenance of operational technical libraries.
Responsibility Area 3: Reporting
Provide oversight and guidance on project, program, and portfolio-level reporting for capital spend, ensuring accurate, timely, and decision-ready information for leadership.
Establish KPIs and performance metrics to track project health, trends, and emerging risks.
Translate complex project data into clear insights, recommendations, and executive-level narratives.
Responsibility Area 4: Stakeholder Engagement & Enablement
Act as a trusted advisor to Project Managers/Leads on governance, controls, and best practices.
Partner with functional leaders to ensure project requirements are integrated and aligned across the enterprise.
Lead training, awareness, and hands-on support for new processes, tools, and standards.
Responsibility Area 5: People Leadership
Provide direction and oversight for the Project Controls & Governance group resources.
Ensure organizational access to appropriate levels of capacity, including rebalancing workloads routinely as projects are developed and executed.
Support role clarity and capability development.
Foster a culture of accountability, collaboration, and continuous improvement.
REQUIRED KNOWLEDGE / SKILLS / ABILITIES
Minimum 15 years of work experience in industrial construction projects, with at least 10 years in Project Management, Project Controls, or PMO/Project Governance related roles
Undergrad degree in Engineering, Business or Construction related
Professional designation such as PMP, CAPM, or equivalent
Demonstrated leadership in developing and implementing governance frameworks and standards.
Strong knowledge of estimating, scheduling, cost control, change management, risk analysis, and information management.
Exceptional in:

Leadership skills.
Experience across several industrial sectors, in particular experience in power generation, gas storage, production plants, pipelines, and water/wastewater is highly desirable
Experience supporting small to large capital projects, programs, and portfolios across multiple project stages.
