The Role
The Manager, SWO will play a pivotal role in bridging our tools, systems, processes, and dashboards with government systems for monitoring water quality, infrastructure, and treatment device performance across multiple states in India. Reporting to the Principal Manager, you will map, evaluate, and optimize internal systems and processes, and develop strategic plans that enable seamless integration with government monitoring frameworks.
This is a strategic leadership role suited to a highly analytical, systems-oriented professional with strong experience in process mapping, dashboard development, data management, automation, and government system integration. You will lead efforts to harmonize internal monitoring mechanisms with state and national government systems, ensuring smooth data flow, alignment with government reporting requirements, and continuous improvement across Safe Water program operations.
This position involves travel of up to 30%, primarily to support state consultations, system rollouts, stakeholder engagement, and program reviews.
Responsibilities
Government Systems Integration and Compliance
- Map, evaluate, and develop integration strategies to align our tools, systems, and dashboards with state and national government platforms for monitoring water quality, infrastructure, and treatment device performance.
- Lead the design of state-specific monitoring, tracking, and reporting mechanisms tailored to each state's capacity, technical understanding, and government requirements.
- Ensure compliance with government reporting requirements and facilitate smooth data exchange between our internal systems and government platforms.
Process Excellence and Systems Management
- Map end-to-end program processes, identify gaps and redundancies, and drive continuous improvement across Safe Water operations.
- Manage all program trackers, dashboards, and data systems, ensuring accuracy, reliability, and optimization across deployment, O&M, and performance metrics.
- Develop and maintain SOPs, process documentation, and compliance frameworks that ensure consistency and scalability across states.
Automation, Data Quality and Technology
- Drive automation initiatives across systems and processes to reduce manual effort, improve data accuracy, and enhance operational efficiency.
- Create and maintain government-compliant dashboards using Power BI and other tools, aligned with state and national reporting requirements.
- Establish data quality assurance processes and implement technology solutions for streamlined data collection, validation, and reporting.
Stakeholder Coordination and Team Leadership
- Coordinate with state PMU teams, field teams, internal stakeholders, and external consultants on system assessments, integrations, and process improvements.
- Lead and mentor a team of 3-4 professionals responsible for tracker development, data management, process documentation, and system optimization.
- Build technical capacity within the team on tools such as Power BI, Excel, and SurveyCTO, and provide regular reporting to leadership on system performance and integration milestones.
Requirements
Essentials
- Graduate degree in Engineering, Data Science, Statistics, Management, or a related field
- 5+ years of experience in systems management, process improvement, data management, or MIS roles, preferably in the development sector, government programs, or fast-paced operational environments
- Proven experience in dashboard development and data visualization using tools such as Power BI, Tableau, or similar platforms
- Strong proficiency in Excel, Google Sheets, and database management systems, with demonstrated ability to build complex trackers, reporting frameworks, and data quality assurance processes, and produce detailed reports and presentations
- Experience with data collection tools such as SurveyCTO, KoboToolbox, or similar platforms
- Demonstrated ability to map, evaluate, integrate, and improve systems and processes across organizational and government contexts, including driving automation initiatives
- Proven ability to lead and mentor teams, including building capacity on data management tools and processes
- Experience in creating SOPs, process documentation, and compliance frameworks for operational programs
- Excellent analytical and problem-solving skills with strong attention to detail
- Willingness to travel up to 30% of the time for state consultations, system implementation, stakeholder engagement, and program reviews
Desirable
- A master's degree in Management, Engineering, or Data Analytics, or a relevant advanced certification
- Experience designing and implementing system integration strategies between organizational and government platforms, including familiarity with programs such as Jal Jeevan Mission or similar water/sanitation initiatives and their reporting and compliance requirements
- Knowledge of Python, GitHub, or similar tools for advanced data processing and automation, along with experience scaling data systems across multiple geographies with varying technical capacities
- Background in process improvement methodologies such as Lean or Six Sigma
- Prior experience working in development, public health, or WASH sectors with government compliance and reporting responsibilities
