GENERAL DESCRIPTION:

Investigative Analyst III: Performs complex (journey-level) investigative work for Human Resource Operations.  Receives and responds to requests for investigations via personal history statements, telephone inquiries, types reports and forms and performs data entry and retrieval of information.  Solely responsible for reviewing all background documents for completeness, inclusion of all supplemental documentation and ensure documents are processed promptly.  Work is performed under general supervision, with moderate latitude for the use of initiative and independent judgment.

Investigative Analyst IV: Performs highly complex (senior-level) investigative work for Human Resource Operations.  Receives and responds to requests for investigations via personal history statements, telephone inquiries, types reports and forms and performs data entry and retrieval of information.  Solely responsible for reviewing all background documents for completeness, inclusion of all supplemental documentation and ensure documents are processed promptly.  Work is performed under limited supervision, with considerable latitude for the use of initiative and independent judgment.

ESSENTIAL DUTIES / RESPONSIBILITIES:

Investigative Analyst III:

1.     Conduct background and personal history investigations, review appropriate records and verify information submitted according to department policies, applicable laws and procedural requirements determined by Human Resources to determine suitability for employment.

2.     Contact and conduct investigative interviews via phone and email of applicants, personal references, employment references, and develop and pursue lines of inquiry.

3.     Gather, verify, and analyze personal, professional, credit/financial, and educational documents.  Contact other agencies, governments and professional organizations to obtain and verify information.

4.     Research, obtain and review data from various databases and information systems to verify information and/or check for inconsistencies related to the applicant information.

5.     Prepare letters, reports and written summaries of findings; analyze investigation results and draw logical and objective conclusions.  Confer with HR Managers regarding recommendations for employment suitability.

6.     Respond to requests for information regarding backgrounds, and requests or questions from HR Managers.

7.     Attend training sessions, seminars and conferences as directed.

8.     May train and advise others as needed.

9.     Attend work regularly and observe approved work hours in accordance with agency leave and attendance policies.

10.   Perform other duties as assigned.

Investigative Analyst IV:

1.     Conduct background and personal history investigations, review appropriate records and verify information submitted according to department policies, applicable laws and procedural requirements determined by Human Resources to determine suitability for employment.

2.     Contact and conduct investigative interviews via phone and email of applicants, and their previous employers, work references, and personal/character; develop and pursue lines of inquiry to ensure a comprehensive and complete background investigation.

3.     Gather, verify, and analyze personal, professional, credit/financial, and educational documents.  Contact other agencies, governments and professional organizations to obtain and verify information.

4.     Research, obtain and review data from various databases and information systems to verify information and/or check for inconsistencies related to the applicant information.

5.     Prepare letters, reports and written summaries of findings; analyze investigation results and draw logical and objective conclusions.  Confer with HRST Managers and/or COC regarding recommendations for employment suitability.

6.     Review, proof and self-edit ROI’s (Reports of Investigation) for content, composition, flow and grammar.

7.     Respond to requests for information regarding backgrounds, and requests or questions from internal HR Service Teams and/or COC.

8.     Attend training sessions, seminars and conferences as directed.

9.     May train and advise others as needed.

10.   Attend work regularly and observe approved work hours in accordance with agency leave and attendance policies.

11.   Perform other duties as assigned.
 

GENERAL QUALIFICATIONS and REQUIREMENTS:  

Education - 
Investigative Analyst III:
Graduation from a standard senior high school or the equivalent.
Investigative Analyst IV:
Graduation from a standard senior high school or the equivalent. 

Experience -
Investigative Analyst III:
Minimum two (2) years’ experience conducting background inquiries/investigative work in a government agency or municipality required, employment-related background investigations preferred. 
Investigative Analyst IV:
Minimum three (3) years’ experience conducting background inquiries/investigative work in a government agency or municipality required, employment-related background investigations preferred.  

Substitution Note:  Additional work experience of the type described or other related education may be substituted for one another on a year-for-year basis.

Licensure – If driving is required, must possess a valid driver license from state of residence. Active federal security clearance is preferred; Single Scope Background Investigation (SSBI) is a type of US security clearance.

Regulatory knowledge – Working knowledge of, or the ability to rapidly assimilate information related to TXDPS, State and Federal regulations, legislation, guidelines, policies and procedures; and working knowledge of all relevant federal, state and local laws, codes and ordinances related to the legal requirements of background investigations and hiring practices of applicants. Ability to interpret and apply rules, regulations, policies, and procedures. 

Investigative skills - Must be able to effectively conduct interviews, gather facts, and write summaries/reports of same. Knowledge of principles, practices and techniques of investigation and research; conflict management; ascertaining identification; statistical analysis and data collection; and recordkeeping. 

Analytical skills – Must possess the ability to effectively evaluate suitability of an applicant and prepare sound recommendations based on research and analysis; demonstrate sensitivity to diverse cultures and individuals; work within stringent timelines; perform detailed work with accuracy; and read, comprehend and interpret complex written materials. Must be able to evaluate findings and effectively prepare reports.

Interpersonal skills and Customer Service skills – Must possess excellent interpersonal skills – position continually requires demonstrated poise, tact, diplomacy, and an ability to establish and maintain effective working/professional relationships with internal and external customers.  Must exercise diplomacy when dealing with people in sensitive situations.  Ability to advise and assist customers with practices and procedures pertaining to investigations.

Presentation/Communication skills – Must be able to communicate verbally and in writing, in a clear concise and professional manner. Must have demonstrable knowledge and experience in proper format, style, grammar, punctuation and standards for correspondence, reports, forms, and memoranda.

Organization and Prioritization skills – Must be organized, flexible, and able to effectively prioritize in a multi-demand environment with frequent time and/or volume pressures; able to meet multiple and sometimes conflicting deadlines without sacrificing accuracy, timeliness or professionalism. Ability to work independently and effectively. 

Technology – Proficiency with Microsoft Office and appropriate levels of proficiency with utilized software and systems (e.g. CAPPS, SharePoint) and be able to learn new software/systems.  

Confidentiality and Protected Information – Must demonstrate an ability to responsibly handle sensitive and confidential information and situations and adhere to applicable laws/statutes/policies related to access, maintenance and dissemination of information.

Safety – Must be able to work in safe manner at all times, avoiding shortcuts that have potential adverse results/risks, and must be able to comply with safety standards and best practices.

Schedule and/or Remote/Telecommuting work – Availability for after-hour and/or weekend work may be required. This position may have the ability to telecommute based on the needs of the division/agency.

A DPS employee who is selected for a position in the same salary group and state title as their current position will be transferred with no salary change.

A DPS employee who is selected for a position in their current salary group with a new state title may receive an increase of no more than 3.4% over their current salary regardless of posted salary.

Salary is contingent upon qualifications and is subject to salary administration and budgetary restrictions.
