About the Role
The Data Governance Lead will provide strategic and operational leadership to support statewide public health data modernization initiatives. This role oversees data governance frameworks, standards, stewardship models, and data quality processes to ensure public health data is accurate, secure, interoperable, and ready for analytics, policy, and decision-making.
The role requires close collaboration with epidemiology, IT, analytics, program leadership, and external partners. The candidate must be comfortable working with both technical and business stakeholders and contributing to cloud data platform governance and implementation.
Key Responsibilities
Data Governance Leadership
- Develop and implement governance policies, standards, and operating procedures around data quality, metadata, access, privacy, and lifecycle management.
- Define required metadata, codebooks, lineage, refresh cadence, and access rules for datasets on the Enterprise Data Platform (EDP).
- Establish EDP standards such as naming conventions, versioning, and code standardization.
- Serve in advisory governance forums as a technical advisor on EDP best practices.
- Embed governance into new data platforms, pipelines, and analytic tools.
- Enable standardized data through reference tables, mappings, and reusable transformations in EDP.
- Define data quality expectations and collaborate with informatics/data quality teams.
- Support health equity by ensuring standardized and complete demographic data.
Privacy, Security & Compliance
- Collaborate with legal, privacy, and security teams to ensure compliance with HIPAA, state laws, and DUAs.
- Support secure data access, sharing, and transparency while protecting sensitive public health data.
Stakeholder Engagement & Change Management
- Act as liaison between programs, IT, epidemiology, developers, and partners on governance matters.
- Translate governance concepts into practical, operational guidance.
- Support training and communication to strengthen data governance literacy.
- Represent the state in federal/interstate governance forums when required.
Required Qualifications
- Bachelor's degree in Public Health, Health Informatics, Information Systems, Data Management, Public Administration, or related field (or equivalent experience).
- 7+ years' experience in data governance, data management, or public health informatics.
- Experience leading data governance programs in government or regulated sectors.
- Strong knowledge of public health data domains and data lifecycle.
- Excellent cross-functional collaboration and communication skills.
- Strong documentation, policy development, and change management capabilities.
Preferred (Bonus) Qualifications
- Master's degree (MPH, Health Informatics, or related).
- Experience with state or federal public health data modernization.
- Familiarity with CDC Data Modernization Initiative (DMI).
- Experience with metadata management, data catalogs, or governance tools.
- Knowledge of Medicaid, surveillance, registry, laboratory, or vital records systems.
- Experience with grant-funded program support, reporting, or audits.
