Provide Technical Leadership for Facility Design and Expansion: Provide expertise in the areas of energetic facility design, expansion, new construction, equipment installation, prove-out, and low-rate initial production of energetic (or hazardous) facilities in support of the National Technology Industrial Base (NTIB) ensuring compliance with International Safety Standards.
Advise on the layout and optimization of production lines, storage areas, and safety zones to maximize efficiency and minimize risks.
Collaborate with Integrated Product Teams (IPT), engineers, and scientists to integrate advanced technologies and best practices into facility design.
Provide review of drawings and specifications against contractor provided documents including OCONUS Nitroguanidine Expansion, stand up of a new CONUS Nitroguanidine facility, and recrystallization of stockpiled Nitroguanidine.
Oversee Installation, Commissioning, and Operational Readiness: Advise the installation, calibration, and testing of specialized equipment for energetic material production and recrystallization, such as reactors, mixers, dryers, and safety systems.
Review all systems to ensure compliance with performance specifications and regulatory requirements during commissioning.
Advise USG leadership of any discrepancies or concerns.
Review operational readiness plans, including contingency measures for equipment failures or process deviations.
Ensure Compliance with Safety, Regulatory, and Environmental Standards: Serve as the primary advisor to the USG on compliance with OSHA, ATF, EPA, ITAR, and international regulations governing the handling, processing, and storage of energetic materials.
Review and provide comments regarding Performance Work Statements (PWS), contract data requirement lists (CDRL’s), risk assessments and hazard analyses for new and existing processes, identifying potential safety concerns and recommending mitigation strategies.
Review safety protocols, emergency response plans, and environmental impact assessments and provide recommendations to USG representatives.
Drive Process Optimization and Quality Assurance: Support efforts to optimize production processes for energetic materials, focusing on efficiency, waste reduction, and product consistency, and provide recommendations to USG.
Review and provide feedback regarding quality control programs to ensure recrystallized energetic materials meet specifications for particle size, purity, and performance.
Analyze process data and provide recommendations for continuous improvement to USG personnel.
Provide Strategic Guidance and Training: Review facility training programs for facility personnel on the safe operation of equipment, handling of energetic materials, and adherence to safety protocols.
Provide recommendations to USG.
Mentor engineering teams and technical staff, sharing expertise to enhance their understanding of energetic material production and recrystallization processes.
Act as a trusted advisor to senior USG leadership, providing strategic insights and recommendations for facility operations and expansion.
Documentation and Reporting: Provide support to USG personnel for preparation of detailed technical reports, risk assessments, and compliance documentation for regulatory agencies and stakeholders.
Provide regular updates to leadership on project progress, challenges, and solutions.
Collaborate with Multinational Teams: Work closely with international teams to ensure seamless communication and coordination between the European and U.S. facilities.
Adapt strategies to align with cultural, regulatory, and operational differences in overseas environments.
Lead Recrystallization Process Development: Support USG personnel overseeing the design, setup, and optimization of recrystallization processes for energetic materials, ensuring uniform particle size and purity.
Provide technical expertise on solvent selection, temperature control, and process parameters to achieve desired results.
Participate in Strategic Planning and Risk Management: Provide technical knowledge to USG personnel regarding risk management initiatives, including hazard analyses and contingency planning for energetic material production and storage.
Advise long-term strategies for facility expansion, operational efficiency, and compliance with evolving regulations.
Requirements
30+ years' experience preferred
Advanced knowledge of energetic materials, including their chemical properties, production processes, and safety considerations
Expertise with facility design, process optimization, and quality assurance for energetic material production
In-depth understanding of U.S. and international regulations governing explosives and energetic materials (e.g., ATF, OSHA, EPA, ITAR, REACH)
Experience navigating complex regulatory environments and ensuring compliance
Proven ability to provide strong technical support to multidisciplinary teams and collaborate with stakeholders across different regions and cultures
Listing international energetic and munition facilities experience is requested
Strong communication skills to convey technical concepts to non-technical audiences and senior leadership
Ability to analyze complex technical challenges and develop innovative solutions
Strategic thinking to balance operational efficiency, safety, and regulatory compliance
An accredited engineering degree is required
Chemical or Mechanical engineering degree is preferred
Ability to read/interpret Army technical manuals and engineering drawings
Experience with energetic operations and facilities is required
Must be a US Citizen and able to obtain security clearance through the DoD security background investigation process
Pass drug testing
Effective communication and interpersonal skills
Must be a team player, able to multitask and prioritize accordingly
Basic PC knowledge (MS Outlook, Excel, Word, PowerPoint)
Past or present military personnel are encouraged to apply
