The Director, Electrical Licensing and Compliance will lead ABM’s Energy and Power Solutions strategy and execution of electrical licensing, permitting, and regulatory compliance programs across all applicable jurisdictions. This role ensures that the organization maintains all required contractor and trade licenses, supports safe and compliant operations, and minimizes business risk by aligning field execution, project delivery, and corporate practices with federal, state, and local regulations. The Director will serve as the central authority on licensing compliance, enabling market expansion, supporting project execution, and maintaining strong relationships with regulatory bodies and authorities having jurisdiction.
Pay: $121,800 - $180,000
The pay listed is the salary range for this position. Any specific offer will vary based on the successful applicant’s education, experience, skills, abilities, geographic location, and alignment with market data.

Work Environment:
This role may require periodic travel to project sites and regulatory agencies. The position operates in a hybrid environment, supporting both corporate functions and field operations and may be based out of the following locations:

Licensing Strategy & Management
- Lead and scale the business unit’s electrical licensing strategy across multiple states and jurisdictions. Oversee application, renewal, and maintenance of contractor licenses, master electrician licenses, and qualifying agent structures. Ensure all licenses remain active and in good standing while managing continuing education and renewal prerequisites. Support licensing requirements for new market entry, acquisitions, and service line expansion.
Regulatory Compliance Leadership
- Establish and enforce policies, procedures, and internal controls aligned with electrical licensing laws and contractor regulations. Monitor regulatory changes and translate requirements into actionable operational guidance. Interpret statutes and compliance obligations for leadership, project teams, and field operations. Maintain audit-ready documentation for internal and external reviews.
Permitting & Operational Enablement
- Partner with operations and project teams to ensure all required permits, licenses, and approvals are secured prior to project execution. Support mobilization planning involving qualifying agents and jurisdictional requirements. Provide guidance on compliance risks impacting schedule, scope, and customer commitments. Advise construction management and QA/QC teams on adherence to NEC-compliant practices.
Governance & Risk Management
- Develop and maintain a centralized licensing and compliance tracking system and reporting dashboard. Conduct periodic compliance audits to identify risks, gaps, and expirations. Lead corrective action planning and remediation efforts. Partner with Legal, Safety, and HR on investigations and regulatory responses.
Stakeholder & Cross-Functional Leadership
- Serve as the enterprise subject matter expert for electrical licensing and compliance. Build and maintain relationships with licensing boards, regulatory agencies, and authorities having jurisdiction. Train and educate business leaders and operational teams on compliance requirements. Support proposals, prequalification submissions, and customer compliance documentation.
Required:
- Bachelor’s degree in Electrical Engineering OR minimum of 7 years as a Master Electrician with active licenses in three or more states.
- 7+ years of experience in electrical licensing, compliance, or related fields.
- Strong knowledge of multi-jurisdictional licensing and permitting requirements.
- Proven ability to interpret and operationalize regulatory requirements.
- Strong leadership, organizational, and communication skills.
Preferred:
- Experience in multi-state electrical contracting or facility services organizations.
- Familiarity with NEC, electrical boards, and permitting processes.
- Background in compliance or regulatory affairs.
- Experience with licensing management systems.
- Professional certifications in compliance or project management.
