GENERAL DESCRIPTION
Our mission at the Texas Department of Motor Vehicles (TxDMV) is to serve, protect, and advance the citizens and industries of Texas with quality motor vehicle-related services. We are a dynamic state agency dedicated to customer service, consumer protection, and the success of motor vehicle-related industries.
Reporting to the License Plate Manager, this position performs moderately complex operational and program support work within the Vehicle Titles and Registration Division (VTR), directly supporting statewide license plate allocation, inventory management, and distribution. Following the implementation of House Bill 718, this role has evolved into a critical, operations-driven position responsible for executing and sustaining high volume, system-based distribution processes.
The position requires direct engagement in the Inventory Management System (IMS), including reviewing and approving dealer allocation and inventory orders, managing high-volume dealer communications, and ensuring accurate and timely inventory distribution across the state. The role serves as a central point of coordination for allocation-related activities, supporting consistency in execution, resolving complex issues, and maintaining workflow continuity in a fast-paced, time-sensitive environment.
This position functions as a key liaison between TxDMV, dealerships, county tax offices, the Texas Department of Criminal Justice (TDCJ) in Huntsville, and the department’s distribution vendor, Taylor Corporation. Responsibilities include inventory oversight, allocation decision-making, data analysis, and coordination of statewide distribution processes to ensure operational continuity and service delivery. Due to the real-time
operational impact of this role, frequent travel to TDCJ and Taylor facilities is required to support distribution activities, resolve issues, and maintain alignment across partners. Work may be performed at a TDCJ facility and requires coordination with multiple governmental and private sector stakeholders.
ESSENTIAL DUTIES
Manage and operate within the Dealer Allocations email box, serving as a primary point of contact for high volume dealer and stakeholder inquiries, ensuring timely, accurate, and policy-aligned responses.
Review, process, and approve dealer allocation and inventory orders within the Inventory Management System (IMS), exercising independent judgment and ensuring accuracy of statewide inventory flow.
Provide advanced customer service and technical guidance to dealerships, county tax offices, and industry stakeholders.
Coordinate with TDCJ (Huntsville) and Taylor Corporation (Dallas) to support manufacturing, inventory distribution, shipment accuracy, and issue resolution.
Monitor, analyze, and forecast inventory levels to support statewide allocation needs and prevent shortages or overages.
Maintain and validate inventory records, reports, and data integrity across multiple systems.
Research, reconcile, and resolve inventory discrepancies, including returns, overages, and shortages.
Support consistency and alignment across allocation operations by providing guidance on processes, resolving complex issues, and reinforcing standard practices.
Assist in developing and implementing process improvements and best practices related to allocation and distribution workflows.
Provide backup operational support for TDCJ warehouse activities, including shipping, receiving, and inventory control processes.
Prepare, review, and edit correspondence and documentation related to allocation decisions and stakeholder communication.
Participate in cross-functional meetings and operational planning efforts to support HB 718 implementation and ongoing process improvements.
Required to attend work regularly and adhere to approved work hours in accordance with department policies and procedures.
Will travel 50% of the time. May include overnight travel. Travels by plane and/or car.
May require working extended hours and some evenings and weekends, as needed.
Performs other job-related duties as assigned.

MINIMUM REQUIREMENTS
Education
Graduation from high school or equivalent.
Experience
Three (3) years’ experience in inventory management, program operations, customer service, logistics, or general office administration.
Education may substitute for experience on a year-for-year basis.
PREFERRED EXPERIENCE
Experience using inventory or order management systems (e.g., IMS, ERP systems).
Experience reviewing, approving, or processing high-volume transactions with a high degree of accuracy and accountability.
Experience working within supply chain, distribution, or warehouse operations environments.
Experience coordinating with multiple stakeholders, including government agencies or external vendors.
Strong data analysis, problem-solving, and decision-making skills, including use of spreadsheets or reporting tools.
Experience managing high-volume communications or case management workflows.
Knowledge of motor vehicle registration or licensing processes.

REGISTRATION, CERTIFICATION AND/OR LICENSURE
A valid Class "C" driver's license is required. If not currently a Texas resident, must obtain a Texas Driver's License within ninety (90) days after entering Texas as a new resident. A satisfactory driving record is required for operating state or personal vehicles to conduct department business.
