NEOGOV is part of the State of Colorado's Governor's Office of Information Technology, focusing on innovative solutions for Coloradans. The Senior Project Manager (Project Financials) will oversee project financials for over 180 projects, ensuring compliance and providing financial controls while managing extensive broadband network projects.
Responsibilities:
- Monitoring project budgets, indirect cost rates and charges, overspending, fiscal and sponsor compliance
- Developing, implementing, and maintaining cost control on one or more larger projects
- Reviewing and processing grantee requests for reimbursement, ensure compliance with federal and state regulations (i.e. SAM registration, W-9s, contract language review, ongoing desktop financial compliance review, audit status, financial risk assessments, etc) and review financial reports for allowability and accuracy
- Responsibility for the extended period of performance reporting, requests for reimbursement during the extended period of performance, managing federal interest requirements during the federal interest period
- Supporting the planning and tracking of multiple stakeholder Broadband projects, ensuring timely resolution of issues, using escalation as necessary, creation of ongoing status reports using CRM software
- Supporting of collection and preparation of reports as needed for grant funding partners, in addition to developing reports from major CRM platforms
- Collaborating with stakeholders to proactively manage changes in project scope, identify potential risks, and devise contingency plans and support the contracting process for broadband grants
- Supporting stakeholders in proactively managing broadband initiatives, including overall project plan, scope, change control, risks, issues, impacts, and reporting through standardization and best practice project implementation
Requirements:
- A minimum of five (5) years experience in project management for large, complex projects and/or comparable experience, which demonstrates strong relationship building and management skills, collaboration, communication, and organizational skills
- A minimum of one (1) year of experience in project financial controls, cost control, scheduling, and estimating within the project management lifecycle
- Experience coordinating the fiscal aspects of the grant process including budgeting, projections and reconciliation
- Demonstrated expertise and understanding of federal grants policies
- Experience in large scale and complex Broadband infrastructure projects
- Relevant IT certifications (e.g., PMP, Scrum, ITIL, ADKAR, Lean, Six Sigma, etc.)
- Agile and Scrum methodology experience
