General Dynamics Information Technology (GDIT) is one of the largest IT and mission services providers to the government, dedicated to enabling healthcare organizations. As a Program Analyst Advisor, you will work with clinicians, developers, and federal staff to guide software development projects, ensuring they meet client needs and are delivered on time and within budget.
Responsibilities:
- Provide technical, administrative, and operational management of a variety of development efforts and projects ranging from simple to complex
- Supervise assigned project teams to ensure tasks are completed on schedule and on budget, as well as within authorized scope
- Drive the development of high-level project plans, proposals, reports, and reporting
- Conduct planning activities and provide recommendations to client on task workload
- Participate in iterative software development teams with adherence to all reporting requirements
- Analyze user and stakeholder needs to determine alignment with business and functional requirements for a variety of electronic health record systems and applications
- Attend and schedule customer meetings, keep and deliver meeting notes, and serve as primary client liaison for their assigned projects
- Coordinate the involvement of appropriate subject matter experts across the project lifecycle, as needed
- Generate recommendations in the form of technical briefings, reports, and other major documents provided to senior level client personnel
- Write and update project documentation including user manuals, presentations, and training materials
- Responds to inquiries from the client, clinicians, field personnel, developers, and other customers
- Performs quality control and ensure quality assurance of project deliverables
- Submits status and other assigned reports to the PMO and other stakeholders
- Maintains current knowledge of relevant technologies and subject areas
- Participates in special projects as required

Requirements:
- A Bachelor's degree from an accredited college or university in a related technical or clinical discipline, or the equivalent combination of education, professional training, or work experience
- 5+ years of experience with requirements analysis and engineering using SDLC Waterfall and Agile methodologies
- Project Management Professional certification (PMP) required
- Experience managing change control activities, including product backlogs, scope management, and impact and gap analysis
- Knowledge of system development methodology and project management
- Proficient with Microsoft Office suite of applications, including Microsoft Project
- Experience managing multi-team development efforts
- Proven ability to work on a remote/distributed team
- Demonstrated ability to work in a collaborative team with adjusting priorities and deadlines
- Experience working with and knowledge of electronic health record systems (EHR, Pharmacy, Immunizations, Practice Management, Revenue Cycle Management, Clinical Quality Reporting) highly desired
- Experience with the Indian Health Service RPMS and/or Veterans Administration VistA EHR systems
- Agile certification such as Scrum Alliance CSM or Scaled Agile SAFe
- Working knowledge of Azure DevOps and/or Team Foundation Server
