The Portfolio Product Manager for NG911 as a Solution owns the strategy, execution, and lifecycle governance for Intrado’s NG911 solution portfolio, ensuring cohesive outcomes for customers and compliance with regulatory standards.
Responsibilities:
- Maintain a current view of the NG911 market, regulatory, and standards landscape (FCC 24-78 transition requirements, NENA i3, and regional procurement requirements) and translate external change into portfolio impact assessments, customer readiness implications, and roadmap adjustments
- Partner with customers, 911 Authorities, PSAPs, ESInet providers, OSPs, and integrators to understand end-to-end solution needs and real-world implementation constraints—spanning NG911 Delivery Points, SIP profiles, certificates, SBC behavior, network interconnect, and coexistence across legacy, Phase 1 (SIP), and Phase 2 (i3) deployment states
- Synthesize cross-portfolio signals (audit findings, defect/incident trends, test results, customer escalations, win/loss and RFP learnings) to define portfolio gaps and maintain an always-current, prioritized portfolio backlog
- Define the NG911-as-a-Solution portfolio strategy and scope across relevant NG911 functional elements and interfaces (e.g., SIP signaling/media profiles, LoST, location dereference/LIS interaction patterns where applicable, routing/policy, logging, security, and interconnect points), aligned to FCC Phase 1 and Phase 2 obligations and customer deployment timelines
- Own and publish an integrated, multi-release portfolio roadmap that sequences and coordinates delivery across NG Nexus, ESInet/A911, VSuite/DALI, ERS, and VIPER/Command Center—including dependency mapping, interface contracts, and release train alignment—to deliver an end-to-end compliant solution
- Establish portfolio scorecards and release gates (conformance test coverage, interoperability pass rate, performance/availability thresholds, documented variances, and operational readiness) that determine when the portfolio is ready to ship and deploy in regulated environments
- Align stakeholders on portfolio commitments (RFP/RFI language, customer promises, partner integration assumptions, and implementation plans) and ensure a consistent narrative for what is supported, what is in progress, and what requires configuration or integration
- Own and maintain Intrado’s Forest Guide as the authoritative, living reference for i3 interpretation, requirements mapping, design decisions, and cross-portfolio implementation guidance; establish change governance, stakeholder review cadence, and release communications
- Own coordinated delivery of NG911 portfolio capabilities, translating FCC 24-78 and NENA i3 requirements into cross-product epics, interface contracts, acceptance criteria, and traceability that enable consistent implementation across teams
- Define and govern standards-aligned behaviors that span product boundaries (e.g., SIP signaling/media, headers, error handling, timers, routing/policy decisions, security, failover, and logging), ensuring interoperability expectations are explicit and testable
- Partner with Engineering, Architecture, and QA across product lines to build and maintain repeatable validation approaches (automated test suites, simulators, trace analysis, lab environments, and interoperability test plans) to prevent regressions and improve end-to-end quality
- Lead portfolio-level issue triage and prioritization—balancing defects, compliance gaps, customer escalations, and roadmap delivery—while minimizing operational risk and protecting customer commitments
- Maintain portfolio documentation and release artifacts (support statements, known variances, configuration guides, interface definitions, and test evidence) required for customer acceptance, partner validation, and audits
- Plan and execute portfolio releases with cross-functional stakeholders, aligning delivery dates, cutover readiness, and deployment sequencing to 911 Authority requests, customer commitments, and regulated change-control expectations
- Coordinate interoperability testing across the NG911 ecosystem with ESInet providers, OSPs, OEM/telematics partners, and third-party vendors; define portfolio-level test scenarios, manage findings, and drive closure to improve pass rates
- Partner with Customer Success and Support to operationalize portfolio changes (runbooks, troubleshooting guides, packet/trace capture expectations, and escalation paths) to reduce time-to-resolution and protect service continuity
- Own launch readiness gates for portfolio features (documentation, test evidence, support readiness, and customer/partner validation) and drive post-release monitoring and defect containment across products
- Partner with Security/Architecture to ensure NG911 portfolio implementations meet required security posture (certificates, mutual TLS where applicable, identity, logging, and access controls) for public safety deployments
- Establish governance for standards interpretation and variance management (decision logs, waivers, customer-specific exceptions) so implementations remain consistent across product teams and releases
- Maintain audit-ready evidence of compliance activities (test results, traceability, release gates, and customer acceptance artifacts) and support internal/external audits as needed
Requirements:
- Advanced degree in Computer Science, Engineering, Business, or a related field, or equivalent experience
- 7+ years of product management experience owning complex, customer-facing SaaS and/or communications products in public safety environments; experience with NG911/911 systems is strongly preferred
- Demonstrated success leading multi-product or portfolio initiatives—aligning multiple roadmaps, managing dependencies, and driving delivery through cross-functional teams without direct authority
- Strong knowledge of SIP and real-time communications fundamentals (signaling, media, SBC behavior, TLS/certificates, troubleshooting with logs and traces); familiarity with NENA i3 concepts and interfaces is highly desirable
- Experience translating technical standards into requirements and validation plans, including conformance testing, interoperability events, and evidence collection for customer acceptance or audits
- Strong analytical skills with a track record of using operational data (defect trends, test coverage, interoperability pass rates, incident metrics) to drive prioritization and continuous improvement across a portfolio
- Experience partnering with security, privacy, legal, and compliance stakeholders to ship products for regulated customers, including change control, documentation, and audit readiness
- Strong understanding of FCC NG911 transition requirements (FCC 24-78), including the two-phase SIP (Phase 1) to i3-enabled SIP (Phase 2) compliance framework initiated by 911 Authority requests, and the ability to drive coordinated delivery across an end-to-end NG911 solution portfolio
- Proven ability to lead cross functional, multiproduct initiatives in complex, compliance-driven environments
- Direct experience with carrier SIP/i3 ingress, location validation (LVF/MSAG), or PSAP call handling systems
- Participation in NENA, APCO, or industry standards bodies
- Experience supporting largescale public sector or carrier RFPs
