CVS Health is committed to shaping a more connected and compassionate health experience. The Executive Director of Platform Engineering will lead the strategy and execution of the Platform Engineering function, ensuring reliability, security, and developer experience in a multi-cloud environment.
Responsibilities:
- Define and own a multi-year platform strategy aligned to HCD's engineering, product, and business objectives across all three brands
- Represent HCD Platform Engineering in enterprise-wide architecture and governance forums, including strategic partnerships with CVS enterprise teams, and contribute at the senior leadership team level to portfolio-wide decisions on technology adoption, architecture, and investment
- Drive pragmatic adoption of AI-assisted development tooling and agentic infrastructure workflows across the HCD portfolio
- Build the foundational enablement layer, including environmental context, policy grounding, and secure guardrails, that allows engineering teams to operate agentic workflows safely and correctly in a regulated, multi-cloud environment
- Lead, develop, and retain a multi-layer organization of people leaders and senior technical contributors
- Foster a culture of technical excellence, psychological safety, and pragmatic delivery, where teams are empowered to make decisions and accountable for outcomes
- Own workforce planning, headcount, and org design; coach leaders across both people management and technical tracks and model leadership grounded in technical credibility and organizational empathy
- Own the platform engineering roadmap: prioritization, sequencing, and delivery quality across all capability teams
- Champion automation across platform operations, from infrastructure provisioning and pipeline execution to self-service developer workflows, reducing toil and accelerating delivery
- Establish and enforce operational standards, including SLOs, incident management, on-call health, and blameless post-mortems
- Own the platform engineering budget, including headcount, tooling, and cloud cost accountability, and drive FinOps discipline in partnership with Finance
- Manage strategic vendor relationships, including contract negotiations, performance accountability, and build-vs-buy decisions
- Oversee the security and compliance posture of all platform infrastructure in alignment with HIPAA, enterprise security policies, and CVS-level regulatory requirements
- Serve as the primary platform engineering interface to senior Engineering, Product, Security, Finance, and vendor stakeholders across HCD
- Partner with the Distinguished Engineer and Principal Engineers to keep technical strategy grounded in both long-term vision and near-term pragmatism
- Translate platform capabilities and roadmap into clear business value narratives for executive and non-technical audiences
- Drive cross-team alignment on developer experience standards across a multi-brand portfolio
Requirements:
- 12+ years in cloud infrastructure, platform engineering, or a related field; 5+ years leading multi-team engineering organizations
- Experience leading software engineering teams, or evolving an infrastructure org toward a software engineering model
- Proven experience managing managers and senior ICs across a capability-centered or platform-oriented org
- Deep familiarity with multi-cloud environments (AWS, Azure, GCP), Kubernetes, and Infrastructure as Code (Terraform)
- Hands-on familiarity with modern CI/CD ecosystems, developer portals (e.g., Backstage), observability tooling (e.g., Grafana, New Relic), and experience driving adoption of AI-assisted tooling and automation across engineering organizations
- Background in a regulated industry (healthcare preferred; finance or equivalent acceptable), with working knowledge of HIPAA compliance
- Direct experience owning an engineering budget, including headcount, tooling, and cloud spend, with demonstrated FinOps discipline at scale
- Experience managing external vendors: contract negotiations, performance management, and strategic sourcing decisions
- Strong communication and stakeholder management skills, with the ability to influence across engineering, product, security, finance, and enterprise leadership
- A product mindset and pragmatic by default: you build platforms your internal customers want to use, you cut scope not corners, and you know the difference
- Bachelors degree in Computer science or any related field
