Program Analyst Advisor

General Dynamics Information Technology is one of the largest IT and mission services providers to the government. As a Program Analyst Advisor, you will work with clinicians, developers, and federal staff to manage software development projects, ensuring they are completed on schedule and within budget.

Responsibilities:

• Provide technical, administrative, and operational management of a variety of development efforts and projects ranging from simple to complex
• Supervise assigned project teams to ensure tasks are completed on schedule and on budget, as well as within authorized scope
• Drive the development of high-level project plans, proposals, reports, and reporting
• Conduct planning activities and provide recommendations to client on task workload
• Participate in iterative software development teams with adherence to all reporting requirements
• Analyze user and stakeholder needs to determine alignment with business and functional requirements for a variety of electronic health record systems and applications
• Attend and schedule customer meetings, keep and deliver meeting notes, and serve as primary client liaison for their assigned projects
• Coordinate the involvement of appropriate subject matter experts across the project lifecycle, as needed
• Generate recommendations in the form of technical briefings, reports, and other major documents provided to senior level client personnel
• Write and update project documentation including user manuals, presentations, and training materials
• Responds to inquiries from the client, clinicians, field personnel, developers, and other customers
• Performs quality control and ensure quality assurance of project deliverables
• Submits status and other assigned reports to the PMO and other stakeholders
• Maintains current knowledge of relevant technologies and subject areas
• Participates in special projects as required

Requirements:

• A Bachelor's degree from an accredited college or university in a related technical or clinical discipline, or the equivalent combination of education, professional training, or work experience
• 5+ years of experience with requirements analysis and engineering using SDLC Waterfall and Agile methodologies
• Project Management Professional certification (PMP) required
• Experience managing change control activities, including product backlogs, scope management, and impact and gap analysis
• Knowledge of system development methodology and project management
• Proficient with Microsoft Office suite of applications, including Microsoft Project
• Experience managing multi-team development efforts
• Proven ability to work on a remote/distributed team
• Demonstrated ability to work in a collaborative team with adjusting priorities and deadlines
• Experience working with and knowledge of electronic health record systems (EHR, Pharmacy, Immunizations, Practice Management, Revenue Cycle Management, Clinical Quality Reporting) highly desired
• Experience with the Indian Health Service RPMS and/or Veterans Administration VistA EHR systems
• Agile certification such as Scrum Alliance CSM or Scaled Agile SAFe
• Working knowledge of Azure DevOps and/or Team Foundation Server
