We are looking for a Business analyst to lead requirements gathering, procurement support, and testing strategies for mission-critical software applications.
Role Logistics & Work Arrangement
- Position: Business Analyst 5
- Location: Lansing, MI (Local candidates only at time of application)
- Work Arrangement: Hybrid (Onsite 2 days a week from Day 1. Wednesdays are mandatory; the second day is flexible. No remote-only option).
- Interview Process: In-Person. Candidates must be available to interview face-to-face in Lansing.
Key Responsibilities & What You Will Do
- Serve as the leading IT system owner representing the agency during strategic planning and impact analysis.
- Take charge of procurement activities, including drafting highly detailed requirements and narratives for Request for Proposals (RFPs).
- Map out complex business problems by producing project documentation like swimlanes, sequence diagrams, and use cases.
- Partner directly with business Subject Matter Experts (SMEs) to build, organize, and execute end-to-end test plans and test cases.
- Lead project estimation, action planning, cost forecasting, and vendor management.
Required Skills & Qualifications
To be successful in this position, your background must heavily feature:
- Core BA Methodologies: Strong expertise in process modeling, SDLC frameworks (Agile, Scrum, Waterfall, or CMMI), and application development environments.
- Procurement Experience: Proven history of drafting technical and functional requirements for RFPs.
- Advanced Tooling: High proficiency with MS Visio, MS Project, and the MS Office Suite.
- Project Controls: Hands-on experience in project estimation, resource planning, and forecasting.
- Testing Lifecycle: Demonstrated ability to construct and structure comprehensive software testing strategies.
- Education: Bachelor's degree in Computer Science, CIS, IT Project Management, Systems Analysis, Mathematics, or a related field is highly desired.
- Prior state or local government IT project experience is a massive plus!
