Leidos Engineering is seeking an experienced Telecommunications Project Manager to join their Strategic Program Consulting team. The Project Manager will be responsible for leading end-to-end project management for telecom infrastructure initiatives, ensuring projects are delivered on time and within budget while managing cross-functional teams and stakeholder communication.
Responsibilities:
- Lead end-to-end project management for telecom infrastructure initiatives within the Capital Transmission portfolio
- Plan and execute circuit cutovers in coordination with Verizon and internal stakeholders
- Manage programs focused on copper circuit abandonment and transition to modern communication systems
- Develop, maintain, and manage detailed project schedules using Primavera P6
- Coordinate cross-functional teams including engineering, operations, IT/telecom, and external vendors
- Ensure alignment with capital project governance, budgeting, and reporting requirements
- Identify project risks and develop mitigation strategies, particularly around service continuity during cutovers
- Track project performance (scope, schedule, cost) and provide regular status updates to leadership
- Manage vendor performance and ensure deliverables meet contractual and technical requirements
- Support permitting, compliance, and documentation requirements associated with telecom and transmission work
- Drive stakeholder communication across business units and external partners
Requirements:
- Bachelor's degree in Engineering, Construction Management, Business, Finance, or related field
- Mid Level: 5+ years of project management experience, preferably within utility, energy, or infrastructure environments
- Senior Level: 8+ years of project management experience, preferably within utility, energy, or infrastructure environments
- Demonstrated experience managing capital projects (transmission, telecom, or related infrastructure)
- Hands-on experience with telecom programs, including circuit migrations, cutovers, or network transitions
- Strong proficiency in Primavera P6 for project scheduling and controls
- Experience working with external telecom providers (e.g., Verizon)
- Knowledge of legacy copper networks and migration to fiber or modern telecom systems
- Strong understanding of project controls, budgeting, and reporting in a capital program environment
- Excellent stakeholder management and communication skills
- Experience with regulated utilities (electric transmission strongly preferred)
- Familiarity with National Grid processes and standards
- PMP (Project Management Professional) certification or equivalent
- Experience managing large-scale, multi-project programs
