Position Overview
The Enterprise Architect will support the Centralized Accounting and Payroll/Personnel System (CAPPS) Program for the Texas Comptroller's office. This senior-level role is responsible for defining enterprise technology strategy, overseeing architecture governance, managing technical operations, supporting large-scale modernization initiatives, and providing leadership across PeopleSoft Financials, HCM, and related enterprise platforms.
Key Responsibilities
Enterprise Architecture & Strategy
- Develop and maintain enterprise technology vision and roadmap.
- Align systems, platforms, and data architecture with business objectives.
- Review and approve solution designs, integration patterns, cloud strategies, and security standards.
- Lead modernization, cloud migration, and digital transformation initiatives.
- Identify architectural risks, scalability concerns, integration challenges, and legacy constraints.
Technical Leadership
- Oversee CAPPS Technology Operations.
- Act as escalation point for complex technical issues.
- Assign work and manage technical teams.
- Conduct technical reviews and ensure adherence to standards.
- Monitor project delivery, team performance, and operational effectiveness.
CAPPS Program Support
- Support CAPPS Financials, HR/Payroll, Recruit, STARR, and ancillary systems.
- Coordinate with internal stakeholders, agencies, vendors, security teams, and managed service providers.
- Lead technical upgrades including:
- PeopleSoft Images
- PeopleTools
- PeopleSoft Fluid
- Publisher software upgrades
Governance & Compliance
- Support IT audits and control reviews.
- Ensure compliance with security frameworks such as NIST.
- Maintain architecture, integration, and change-management documentation.
- Ensure WCAG 2.1 accessibility compliance.
- Oversee disaster recovery, security plans, and technology governance.
Service Management
- Manage Service Desk operations (BOSSDesk).
- Oversee SLAs, monitoring, environment management, and change management processes.
- Apply ITIL best practices.
Procurement Support
- Participate in technology procurements.
- Develop technical specifications.
- Evaluate products and vendor solutions.
- Serve as technical advisor during contract negotiations.

- 20+ years supporting Texas State Government agencies.
- 20+ years supporting CPA application systems.
- 20+ years creating and managing enterprise technology roadmaps.
- 10+ years leading outsourced technical teams and Managed Services providers.
- 10+ years conducting executive-level presentations.
- 10+ years technical project management experience.
- 10+ years vendor contract oversight and management.
- 10+ years experience with data integration, data quality, and SDLC methodologies.
- 10+ years experience with IT security and controls.
- 10+ years CAPPS Central production and deployment support.
