The Colorado Department of Revenue is seeking a Business Analyst III to join the Innovation, Strategy, and Delivery Division within the Application Management Team. This remote role involves serving as a critical interface between business units and development teams, focusing on designing, implementing, and supporting solutions that meet stakeholder needs.
Responsibilities:
- Elicit and Gather Requirements: Conduct open-ended discussions, brainstorming sessions, and prototyping to gather user and business requirements
- Translate Requirements: Articulate business requirements from user interviews and workshops, converting them into technical requirements for developers
- Manage Project Scope: Continuously evaluate and communicate scope and systems requirements to maintain system processes and limit scope creep
- Implement Agile Processes: Utilize the Agile Software Development process for requirement gathering, application development, and iterations
- Develop Project Plans: Identify stakeholders, develop management and project plans, and monitor deliverables to ensure timely project completion
- Create Quality Assurance Plans: Review, implement, and assist in the design of Test Plans and Test Cases based on user and functional requirement specifications
- Execute Testing: Develop and execute detailed unit, user acceptance, and regression test plans and test cases based on business requirements and acceptance criteria
- Document Defects: Review reported system issues, determine if they are technical defects or training issues, and document defect reports accordingly
- Foster Customer Relationships: Act as a liaison between business partners, managers, executives, and outside vendors to support relevant systems and promote transparency
- Communicate Progress: Produce reports, timelines, and graphics to deliver regular status updates and communicate expectations and progress to leadership and stakeholders
Requirements:
- Six (6) years of progressive professional experience in business analysis, or other experience directly related to the work assigned to this position, which must include at least one of the following as part of the six (6) years: At least 1 year working with the Colorado DRIVES application in a State or County position --or-- At least 1 year working with the Colorado DRIVES application in a technical or telephone support position --or-- At least 1 year working with the Colorado DRIVES application as a State or County trainer
- Bachelor's degree from an accredited institution in business administration, public administration, computer science, information systems, or a closely related field
- Two (2) years of progressive professional experience in business analysis, or directly related experience which at least one (1) year within the two (2) years of required experience in a position working with the Colorado DRIVES application in one of the following ways: At least 1 year working with the Colorado DRIVES application in a State or County position --or-- At least 1 year working with the Colorado DRIVES application in a technical or telephone support position --or-- At least 1 year working with the Colorado DRIVES application as a State or County trainer
- Additional years of Colorado DRIVES application usage experience
- Additional years of Colorado DRIVES application technical support experience
- Additional years of Colorado DRIVES application training support experience
- State of Colorado or Colorado County experience, preferably Motor Vehicle / Driver Services
- Additional years of demonstrated experience with Software Development requirements elicitation
- Agile User Story development and refinement including story splitting
- Development feature, timeline, and scope negotiations
- Meeting facilitation with large groups of diverse stakeholders
- Testing enterprise applications
- Training enterprise applications
- Bug tracking and management
- Documentation of As-Is and To-Be business processes
- Vendor, Team, and Stakeholder relationship management
- Leading, Collaborating and Supporting projects and strategic initiatives with tight time timelines and budgets
- Knowledge of Colorado statute, rule, and law and how each impacts software development requirements
- Agile, Scrum, or Business Analyst Certification
