UNIVERSAL Technologies, LLC is seeking an experienced IT Business Analyst for an onsite role in New York, NY to support large-scale workflow software application initiatives for the New York City Department of Transportation (NYC DOT) IT Project Management Office (PMO). Active LinkedIn preferred. This role will support the analysis, documentation, and implementation of mission-critical applications that support permitting, inspections, roadway repairs, bridge maintenance, street sign management, asset tracking, and other essential transportation operations throughout New York City.

MANDATORY SKILLS/EXPERIENCE

- BA/BS Degree or equivalent in a business, communications, or technology-related field.
6+ years of experience specifying, analyzing, and documenting requirements for mission-critical business applications in a web/client-server environment.
Strong facilitation skills with proven experience driving consensus across multiple stakeholder groups.
Expertise using Microsoft Office applications.
Excellent verbal and written communication skills with the ability to interact professionally and confidently with executives, managers, and subject matter experts.
Strong analytical, decision-making, and problem-solving skills to interpret business needs and translate them into application requirements.
Process-driven analysis skills and experience utilizing a variety of requirements elicitation methodologies.
Proficiency with Waterfall, RUP, and Agile SDLC methodologies.
Ability to accurately estimate level of effort and delivery commitments for stakeholders.
Effective presentation and leadership skills.
Proficiency with JIRA, Confluence, and Microsoft SharePoint Server.
Experience building and/or supporting applications developed on the Salesforce platform.

SCOPE OF SERVICES
- Evaluate current processes, workflows, and pain points to identify gaps, opportunities, and high-value improvements that align with organizational goals while strengthening business partner relationships.
- Produce clear and structured Business Requirements Documents (BRDs) that accurately capture objectives, scope, constraints, and stakeholder expectations.
- Translate business needs into detailed Functional Requirements Documents (FRDs) that support solution design, development, and testing activities.
- Conduct stakeholder interviews, workshops, and discovery sessions to gather information, validate assumptions, and ensure requirements accurately reflect operational needs.
- Analyze complex business information, identify dependencies, evaluate feasibility, reconcile conflicting requirements, and ensure solutions meet business objectives.
- Develop process maps, workflow diagrams, user flows, and system documentation that illustrate current-state and future-state business processes.
- Maintain requirements traceability matrices to ensure all requirements are tracked throughout analysis, development, testing, and implementation phases.
- Partner with developers, architects, and QA teams to clarify requirements, resolve ambiguities, and support solution design efforts.
- Apply knowledge of application programming, databases, technical specifications, and system architectures, including Internet, Intranet, Extranet, and client/server environments.
- Support User Acceptance Testing (UAT) activities through test case development, requirements validation, defect tracking, and gap analysis.
- Produce comprehensive documentation including use cases, user stories, acceptance criteria, and system specifications.
- Independently engage with stakeholders while incorporating leadership guidance, applying feedback, and adhering to established project management and industry standards.
