Purpose of the Job:
The Massachusetts State Retirement Board (MSRB) administers a defined benefit pension plan for eligible Commonwealth employees, retirees, and eligible employees from other authorized entities.
The Business Lead- Projects and Data provides business, MSRBeyond-related, MARIS-related, and data analysis support to various MSRB business operations. The position also analyzes and manages annual and special projects, provides data analysis on key projects and works closely with other Business Leads, SMEs and IT on new and recurring processes.
Essential Functions and Responsibilities:
Provide leadership and expertise on various MSRB business projects.
Provide leadership and expertise on various new and recurring MSRB business projects.
Lead efforts on data acquisition and analysis.
Provide QA and team leadership support for various MSRB processes.
Maintain leadership and expertise on QEBA payments in PTG system.
Provide QA and MARIS support to various internal teams for retirement and survivor benefits. payroll. disbursement. and service purchase calculations
Support §3(8)(c). §59A, and 28(4)(c) pension reimbursement billing/payment with other Massachusetts retirement systems and semi-annual COLA reimbursement processes.
Support analysis of data for annual actuarial data and annual statement submission to PERAC
Work with MSRBeyond, OnBase and MARIS System Administrators, business analysts, software vendors, and SMEs to research, analyze, and correct data anomalies.
Test application PIRs.
Participate in ongoing MSRBeyond and MARIS development and special projects as requested
Participate in evaluation of MSRBeyond and MARIS development. fixes, enhancements, and special projects as required
Actively remain current with changes to M.G.L. c. 32, regulations and PERAC guidance.
Other Duties and Responsibilities:
Availability to work remotely if required.
Travel as necessary.
Supervisory Responsibility:
Supervise team members in absence of or by request of Director.
Assist in training of team members
Knowledge and Skill:
At least five years' professional experience working in Massachusetts public employee retirement systems
Candidates with a bachelor's degree or higher will be given preferred consideration, provided they meet the other qualifications outlined for the position.
Experience with retirement benefit software application design, development, testing, implementation, maintenance and training.
Demonstrated high-level knowledge of M.G.L. c. 32, MSRB business operations and related functions.
Existing knowledge of retirement plan industry, governing regulations and of related benefit plans.
Excellent communication (writing and speaking), inter-personal and demonstrated organizational skills are required Ability to prioritize projects, handle deadlines and work well under pressure.
Ability to timely and effectively resolve complex issues.
Ability to collaborate and cooperate with all units.
Strong but realistic belief in own capabilities and ideas, exhibiting a "can do" attitude & seeing problems as "solvable".
Strong analytical skills and ability to learn quickly.
Ability to execute tasks under pressure and prioritize accordingly.
Competency in Microsoft Office suite, including Outlook, Word, Excel, Teams, SharePoint.
Prepare communications and/or presentations regarding assignment statuses and outcomes to senior management.
Can work independently with less guidance
Willing to help others when time permits.

Hybrid Work Environment:
All new hires at the Office of the State Treasurer and Receiver General (Treasury) will go through an In-Office Orientation Period consisting of a combination of virtual, in-person and on-the-job training so as to assimilate you to the Treasury’s culture and work environment. Following the initial In-Office Orientation Period a gradual transition to hybrid work will take place over the first 3–8 weeks of employment.
The hybrid work environment will consist of three (2) days in the office each week, with one of these days being either a Monday or a Friday. There will be an additional (1) day in the office per month for a mandatory in person department meeting.
