TriWest Healthcare Alliance is dedicated to connecting America’s heroes to health care in the community. The Network Engineer II will work with LAN and WAN vendors to support network services for TriWest's cloud tenants and facilities, ensuring effective network performance and troubleshooting issues as they arise.
Responsibilities:
- Works with Manager of Network and Telephony Services to oversee vendor staff that Install and maintain network systems and equipment and monitors system performance metrics to ensure the WAN and LAN network services are provided at acceptable levels
- Monitors performance metrics of network systems (up time, adherence to SLA)
- Provides oversight and approval of network and firewall changes
- Identifies Internet Service Providers (ISPs) and cabling vendors to deliver services to remote site offices supporting TriWest staff – MTFs and VAMCs. Troubleshoot any reported issues with the remote network services
- Works with LAN/WAN vendors to ensure the TriWest Wi-Fi networks are available at all sites and utilizes network monitoring software, performance metrics to troubleshoot and isolate problems, gauge performance issues and utilization levels, and trace data and protocol activity
- Provides support to troubleshoot network connectivity issues impacting our Audio/Visual systems hosted in select conference rooms
- Coordinates the execution of network tasks and accepts escalated issues from Help Desk and other Network Engineers
- Functions as a technical resource to client departments on the resolution of network and voice problems
- Collaborates with Business users, vendors, and other TriWest IT staff on the identification, isolation and resolution of problems and development of system enhancements
- Provides formal or informal knowledge sharing with other IT staff on TriWest networks and emerging network technologies
- Participates in projects working on the definition of network requirements and cost-effective solutions/enhancements to meet business needs
- Researches and conducts cost benefit analyses
- Designs, develops, and executes contingency plans for systems failures, including isolated and major outages
- Defines network measurement patterns and tracking of outcomes
- Oversees the work outcomes of external contractors and consultants
- Documents network systems and configurations
- Leads and assists with system testing (application, server, and / or network) as required
- Remains current with network and Internet technologies
- Designs and maintains network security standards and policies
- Researches and evaluates new network technologies and equipment
- Contributes to network best practices, policies, processes, and procedures
- Designs standard change management processes. Documents and evaluates impact of required changes to networked systems. Plans, schedules, and communicates changes prior to implementation
- Assesses network security issues during each stage, including design, implementation, monitoring, and support
- Interfaces with client departments on network system issues
- Performs other duties as assigned

Requirements:
- High school diploma or equivalent
- U.S. Citizenship
- Must be able to receive a favorable Interim and adjudicated final Department of Defense (DoD) background investigation
- 3+ years of technical experience with general networking solutions, cloud network services, voice systems/software and voice data processing, Firewall management
- 3+ years of experience with VLAN and subnet configurations, data and voice network optimizations, Quality of Service I(QoS) configurations, switching configurations and routing configurations and methods and protocols
- 1-3 years of experience with network security hardening processes
- Familiarity with Next-Generation Firewall (NGFW) systems
- 1-3 years of experience implementing or managing a centralized VPN solution
- Familiarity with voice systems and voice data management
- Bachelor's (BS/BA) Degree level of knowledge in Business, Computer Science, Engineering or related field preferred
- Experience with Fortinet network and management systems and operations experience
- Experience with Palo Alto hardware and firewall services
- Experience applying DoD Security Technical Implementation Guides (STIGs) and National Institute of Standards and Technology (NIST0 800-53 to network systems
- Experience with Teams Voice, Avaya or AWS Connect voice solutions
