CADRE is scaling from a high-performing subcontractor into a prime and is hiring one senior business development professional to build and win a portfolio of new cleared contracts. This is a builder's seat for someone who measures themselves by awards - not by activity, meetings, or pipeline that never funds. The right person joins a growing company early, owns the growth function, and is compensated directly on the funded results they produce.
NSA, CIA, the Department of War (DoD), FBI, DHS, and their supporting prime contractor ecosystem. Demonstrated, current access and relationships within these accounts are required, not a nice-to-have.
Identify and qualify net-new opportunities across the target agencies.
Build and maintain a validated, gated pipeline with realistic probability-of-win and funded value.
Shape opportunities pre-RFP through direct customer and partner engagement.
Develop teaming and prime/subcontractor relationships; negotiate teaming agreements.
Lead capture on priority pursuits and coordinate proposal support to submission.
Convert pipeline into awarded, funded contracts - the metric that matters.
Represent CADRE's capabilities credibly to government customers and industry partners.
Required Qualifications
Active TS/SCI clearance; CI or full-scope polygraph strongly preferred for NSA/CIA pursuits.
A demonstrable record of personally sourcing, winning, and funding contracts in the named agencies - candidates should be prepared to walk through a sanitized, unclassified track record.
8+ years of GOVCON business development or capture in the cleared IC/DoD market.
Working command of the federal acquisition lifecycle, teaming, and the proposal process.
Existing, current relationships with government customers and prime partners in the target accounts.
Ability to operate independently and produce in a lean, fast-moving environment.
How Performance Is Measured
This role is measured on funded outcomes, with interim leading-indicator gates so progress is visible long before awards land:
By Day 90: a validated, gated pipeline of qualified opportunities across the target agencies.
By Day 180: first compliant, responsive bids submitted on target pursuits.
By Month 12: first award(s) and measurable new funded revenue.
Ongoing: an annual new-funded-revenue target, defined in the incentive plan below.

A competitive base anchors the role, paired with an uncapped, results-based incentive plan built so that the people who win and fund new work earn well above market for a business development professional in the cleared space. You are paid on what you close and fund - not on activity or pipeline - and your ceiling is set by your results, not a salary band.
