SMX Services & Consulting is seeking a part-time Project Manager / Program Manager to support a 6-month federal project for IRS Taxpayer Services and Online Account Research Support. The Project Manager will oversee project coordination, staffing, reporting, quality control, risk management, deliverables, and compliance while serving as the primary contact for the Government.
Responsibilities:
- Serve as the primary contractor point of contact for the Government Contracting Officer's Representative and project stakeholders
- Coordinate contractor activities, staffing, deliverables, reporting, schedule, risks, issues, and quality control
- Oversee project performance and ensure work is completed in accordance with Government requirements
- Prepare and support monthly status reporting, including work completed, planned work, open issues, risks, corrective actions, deliverable status, and other project updates
- Track staffing, onboarding, training, background investigation status, and Government-furnished equipment status
- Maintain staffing updates and support required workforce reporting
- Support kickoff meeting preparation and prepare meeting minutes
- Coordinate with research support staff to monitor participant recruiting, scheduling, communications, and study support activities
- Ensure recruiting, research support, and participant incentive activities occur only after required Government approval
- Support development and maintenance of quality control processes
- Monitor compliance with privacy, security, Section 508, CUI, FTI, PII, and IRS project requirements
- Escalate and resolve issues affecting schedule, quality, staffing, security, or deliverables
- Coordinate with subcontractors or consultants if used
Requirements:
- Minimum of 5+ years of project or program management experience
- Experience managing federal, public-sector, regulated, digital services, user research, usability testing, customer experience, or research support projects
- Experience coordinating project staff, schedules, deliverables, reporting, risks, and issues
- Experience preparing project status reports, staffing updates, meeting minutes, action item logs, risk logs, issue logs, or quality documentation
- Experience supporting remote teams and communicating with Government or enterprise stakeholders
- Strong written and verbal communication skills
- Strong organizational skills and attention to detail
- Ability to manage work in a Firm-Fixed-Price project environment
- 7+ years of relevant project or program management experience
- IRS, Treasury, or federal civilian agency experience
- Experience with taxpayer-facing systems, digital services, online accounts, customer experience, UX research, human-centered design, or research operations
- Experience managing privacy-sensitive, financial, taxpayer, healthcare, benefits, identity, or regulated-data projects
- Familiarity with Section 508 accessibility requirements
- Familiarity with FISMA, NIST, CUI, PII, FTI, and Government security requirements
- Experience managing participant recruiting, research operations, or user research support teams
