Salary Range: $72,038 - $87,030
Classification Summary
Incumbents in this classification are responsible for directing the activities and operations of the Solid Waste Division, including garbage, brush, trash collection, recycling, and landfill operations. Duties include establishing appropriate service and staffing levels; monitoring and evaluating the efficiency and effectiveness of service delivery methods; planning, directing, and coordinating divisional work plans; ensuring compliance with applicable codes, contracts, and regulations; and overseeing efficient resource and fiscal management. Work is performed under administrative review and requires a high degree of initiative, judgment, and independent decision-making.
Supervisory Responsibility for:
Solid Waste Manager, Landfill Manager, Solid Waste Coordinator, Recycling Coordinator
The Assistant Solid Waste Director is a stand-alone classification.

These knowledge, skills, and abilities are typically acquired through completion of a Bachelor’s degree in Business Administration, Civil Engineering, Environmental Engineering, or a related field; four (3) years of experience in the administration of solid waste disposal and collection operations or a related area; and two (1) years of supervisory experience overseeing managerial and professional personnel. Equivalent combinations of education and experience will be considered.

Leadership and management principles; public administration practices; public relations; budgeting and financial management principles; contract development and administration; strategic planning; program development and administration; project management; construction principles; negotiation principles; mathematical concepts; applicable Federal, State, and Local laws, ordinances, codes, rules, regulations, policies, and procedures; and policy and procedure development practices.

Monitoring and evaluating subordinate staff performance; prioritizing and assigning work; analyzing complex operational and management issues; developing and managing programs and projects; preparing and analyzing reports; reviewing financial and technical information; making fiscally sound decisions; adapting to changing operational requirements; interpreting and applying laws and regulations; negotiating contracts; managing budgets and contracts; handling multiple priorities simultaneously; and effective communication and interpersonal interaction with employees, officials, external agencies, and the general public.
Positions in this class typically require fingering, grasping, talking, hearing, seeing, and repetitive motions.
Sedentary Work: Exerting up to 10 pounds of force occasionally and/or a negligible amount of force frequently or constantly to lift, carry, push, pull, or otherwise move objects. Work is primarily performed in an office environment with occasional field visits.
